The objective of the project ‘Development of public outdoor space in the territory of the Jūrmala Park, Liepāja’ (‘the project’) is the development of a sustainable public outdoor space in the territory of the Liepāja State-owned Jurmala Park, improving and improving the beach exit and the infrastructure of the adjacent territory, thereby improving the quality of the city’s living environment and increasing the safety of the city’s residents and visitors. As a result of the implementation of the project, the infrastructure for the accessibility and functionality of the public outdoor space – Jūrmalas Street and Miljonu kalniņa exits to the beach of the centre of Liepaja and its adjacent areas – will be improved, as well as the deterioration of the state of natural values will be prevented. The main planned activities of the project are landscaping of the territory, reconstruction and creation of pedestrian access infrastructure, creation of sanitary equipment - fixed public toilets, showers, drinking water points, small architectural forms - benches, municipal waste bins, bicycles, changing rooms, SOS points, construction of dune erosion-reducing solutions, dune habitat improvement measures, creation of greenery, creation and installation of environmental objects, construction of lighting. The works are to be carried out in accordance with the construction project ‘Development of the public beach infrastructure of the historical centre of Liepāja from Jūrmalas Street to Zvejnieku Alley 11A, Liepāja’, implementing the works provided for in stages 7 and 9 of the construction project. The project will also implement the construction and reconstruction of external water supply and sewerage, domestic sewerage, electricity supply, in line with the development of the 2nd stage of the construction project ‘Development of the public infrastructure of the beach of the historical centre of Liepāja from Jūrmala Street to Zvejnieku Alley 11A, Liepāja’, at the exit ‘Miljonu kalniņš’, in order to ensure the functioning of the built all-season stationary sanitary equipment, which will be built in order to preserve and protect the seaside landscape value from undue influence of human actions. The construction of external engineering networks (waste water collection infrastructure) within the framework of the Project covers the construction of the infrastructure necessary for the provision of public services, therefore, the Project will attract the cooperation partner SIA "Liepājas ūdens". In the project, the accessibility of the environment will be ensured by expanding the pedestrian paths created at the exits, providing a pandus-type ramp for the construction of the beach gate, so that all groups of the population have access to the installed equipment, as well as creating sanitary equipment, which will also be adapted to persons with special needs. The newly built infrastructure will not only make the beach more accessible to holidaymakers and visitors, but will also protect and help protect the seaside natural values from the excessive impact of human activities – the activities planned under the project will reduce the anthropogenic impact on the dunes and address the problem of dune erosion, thus improving the condition of the grey dune habitat. The total cost of the project is planned to be EUR 1 192 427.13, the planned co-financing from the European Regional Development Fund (hereinafter referred to as ERDF) is EUR 800 000 or 67.09%, and the total financing from Liepaja City Council (hereinafter referred to as Local Governments) and the cooperation partner is EUR 392 427.13 or 32.91%. The planned duration of the project is 19 months.
