Modernisation of ICT systems to ensure a better system for the protection of children’s rights

Current data from the world's developed countries, as well as Latvia, on developments in the child development process in the first decades of the 21st century convincingly show that at least 20% of children face various development risks and needs when professional specialist support is needed. Failure to provide timely support hinders the child's adequate integration into society, the process and quality of his/her education, and reduces the child's chances in life. It is precisely for these reasons that the assessment of the individual needs of the early development of a child, the timely identification of risks and the development of anticipatory support services (prevention and early intervention) and various specific methodological tools and programmes necessary for their implementation, as well as ensuring their accessibility to all children of Latvia through multi-professional cooperation local networks, become a priority and a basic need, thinking about the well-being and future of children. The whole set of measures constitutes the infrastructure of the early preventive support system in the country. As Latvia lacks a single integrated information platform to support the organisation of early preventive work by improving the child well-being system, the project 4.3.6.8. plans to modernise and improve the interoperability of public sector IS by developing an information system for common risk analysis and management to support children's development needs, in order to ensure the accumulation and exchange of relevant information that will facilitate the timely identification of children's development risks and the provision of support/intervention services that meet individual needs. The project is implemented by the State Chancellery in cooperation with 9 partner institutions. It is envisaged that the State Chancellery will be the manager of the unified risk analysis and management information system to support children's development needs, which is being developed within the framework of the project, and the State Digital Development Agency (formerly VRAA) will be the holder of the system. The Office of Citizenship and Migration Affairs, the National Health Service, the Centre for Disease Prevention and Control, the National Centre for Education, the State Service for Education Quality, as well as the Ministry of Health, the Ministry of Education and Science and the Ministry of Welfare are also involved in the development of the information system. It is planned to incorporate modules into the common risk analysis and management information system: - the test of the common toolkit for early development needs assessment, the algorithm for analysing the results thereof, ensuring their further use in the fields of education and health care, including the special needs assessment tool for learners before commencing compulsory pre-school education; - for the accounting of children and families who have received early intervention services - for the accounting of specialists who have acquired knowledge and skills to work with certain diagnostic tools and intervention programmes - for the accounting of early support services, diagnostic tools adapted and standardised for the implementation in Latvia (screening and evaluation tools), intervention programmes and therapies forming the system of early preventive support services; - for longitudinal collection, compilation, processing of obtained data, development of algorithms for determination of results, submission of results to the Unified Electronic Information System of the health sector and the State Education Information System, as well as analysis and monitoring of results. The system will be created and developed in several stages:Basic functionality and basic integration of the system, creation of interfaces with information systems and registers held by the public sector, re-using already existing functionality (phase 1);Extension and improvement of system functionality and data to be processed (phase 2);Evaluation and implementation of integration with other existing information systems (phase 3). During the implementation of the project, the following eligible activities will be carried out: 1) investigation of the needs of clients and users of the information system; 2) Design, transformation, improvement and adaptation of service provision processes and activities to digitalisation; 3) Improving data quality and ensuring data re-use; 4) development of functional and non-functional requirements of the information system and description of the architecture; 5) preparation of technical specifications for the development of the information system and procurement documentation; 6) Development, development, piloting, implementation and interoperability of the information system and its modules with other information systems, including modification of existing interfaces and creation of new interfaces; 7) Rental of equipment and software and use of s
