The objective of the project ‘Renovation of groups of premises to ensure access to housing in Liepāja’ (‘the project’) is to promote the renewal of the housing stock available in the municipality in order to reduce the number of persons who are in a waiting position to receive assistance in solving the housing issue. Within the framework of the project, it is planned to ensure access to quality housing for vulnerable groups of society – persons who, in accordance with Article 3(1) and (2) of the Law on assistance in solving housing issues, receive registered assistance in solving housing issues. Article 3(1) of that Law lays down the procedure for the letting of residential space owned or leased by a local authority, but Article 3(1) No 2 lays down the procedure for the letting of social apartments. The project, which is planned to be implemented by the end of 2025, is aimed at improving living conditions for those who have limited opportunities or resources to provide themselves with a quality residence. It is planned to renovate and renovate 41 rental and social apartments owned by the Municipality in order to reduce the queue on apartments in the Municipality.In one of four social houses in Liepāja, Viršu Street 9/11, it is planned to renovate 12 social apartments that are currently unsuitable for living. In total, 10 one-room and two-bedroom apartments will be renovated in the house, thus reducing by more than a third the total number of units in the queue, which should be able to settle in a social apartment in accordance with the legal and local government binding regulations. 30 persons and/or their families are currently waiting for adequate assistance in the queue.A large number of uninhabited groups of premises are available in the administrative territory of the Liepaja State City Municipality (hereinafter - the Municipality), which would be useful to provide the population with much-needed shelter, however, the condition of the housing stock, which is available to the municipality is often in a very poor condition and is not suitable for safe stay of tenants in conditions worthy of human habitation. Maintenance and renovation of such apartments requires a large amount of local government budget and time resources, which the local government can carry out only gradually and to a significantly lesser extent than in the implementation of this Project. The project activities will include the renovation of an additional 29 municipal rental apartments with renovation works in all districts of the city. Such a contribution to the development of the housing fund is an indispensable aspect of increasing the overall quality of life of the population. Of these, 13 one-room, 13 two-room and three-room municipal rental apartments will be renovated. Currently 95 persons are waiting in the queue for the granting of a municipal rental apartment.The implementation of this project is not a short-term solution: it forms the basis for long-term sustainability and development. The activities implemented within the framework of the project will ensure the availability of sustainable apartments and will help to significantly reduce the number of persons waiting for housing assistance. Thus, the implementation of this project is an invaluable benefit for the improvement of the overall quality of life in the territory of the Municipality, providing the necessary support to vulnerable groups of society, offering safe and respectable housing solutions.The total project costs are estimated at EUR 717 500,00, including VAT costs. The European Regional Development Fund (ERDF) is co-financed by EUR 609 875.00, or 85%, and the Liepaja City Council is co-financed by EUR 107 625.00, or 15%. In accordance with the publicity guidelines, documents relating to the implementation of the project will provide a prominent statement highlighting the support received from the European Union, as well as the installation of sustainable plaques or information stands clearly visible to the public, displaying the emblem of the European Union, in relation to the activities and activities planned under the project.
