Strengthening the capacity of the State Employment Agency

The aim of the project is to strengthen the institutional capacity of the State Employment Agency (SEA), to modernise and increase the quality of the services provided by the State Employment Agency (SEA) in the field of reducing unemployment and supporting unemployed persons, jobseekers and persons at risk of unemployment. In order to improve job-search support for SEA clients, the SEA will improve the profiling system for unemployed persons and jobseekers (hereinafter - the profiling system), integrating it into the information system for recording unemployed persons and registered vacancies (hereinafter - BURVIS). The SEA will develop, update or adapt methodological materials appropriate for the labour market for SEA career consultants to advise clients. Up-to-date digital solutions will be developed as part of the development of the career advisory service. The NVA will set up a modern job search support centre (hereinafter ‘the Centre’), which will be accessible to all NVA customers, cooperation partners and other interested parties. The centre will provide an open type of modern environment in which everyone will be able to receive the necessary support in matters related to choosing and finding a job. In order to promote awareness and attraction of NVA clients and cooperation partners to the NVA services, events will be organised in person and online.NVA will develop and implement an assessment system of the competences of employees of the NVA to determine the necessary skills and knowledge development. The distance learning system will be improved and mentoring will be developed. As a result of the creation, the training of the employees of the SEA will focus on the improvement of the person's skills, knowledge and abilities in relation to the duties of the employee of the SEA. The NVA will improve the content of the NVA employee mentoring programme and distance learning system. Information and training measures will be organised, including measures to promote mobility and mutual exchange of experience between employees of the SEA, providing advisory support for the performance of work duties. New specialists will be attracted to work at the NVA, implementing their practice. The NVA will conclude an agreement with the trainee on the mutual settlement procedure. Within the framework of the project, the improvement of the registration of unemployed persons and the information system for registered vacancies (BURVIS) will be carried out. The following processes are planned for the development of BURVIS: 1. e-career, the new design of the CVVP portal, which includes improved existing functionality and will ensure improved recruitment and matching of vacancies, digitalisation of the Job Search Diary, etc.; 2. Digital administration of active employment measures; 3. Improving data exchange (creation or improvement of interfaces) with several national institutional systems – Ministry of Education and Science, State Revenue Service and Office of Citizenship and Migration Affairs, etc.; 4. improvement of BURVIS data quality, which is planned by introducing automatic fields from external systems and data entry control, development of data warehouse and analysis tool, creation of dashboard (reports), improvement of questionnaireing and SMS sending solution options for NVA services; 5. Strengthening the capacity of the licensing and monitoring system for placement service providers so that economic operators can submit documentation and reports digitally.As part of the project, an assessment methodology for active labour market policy measures (ALMPs) will be developed. Surveys and impact assessment on ALMP measures will be carried out according to the methodology. The methodology for short-term forecasting of the labour market will be improved and the platform for reflecting short-term forecasts www.prognozes.nva.gov.lv will be improved. The NVA will involve the service provider in the development of the technical specifications for the improvement of the short-term labour market forecasting system and the forecast reflection platform. Within the framework of the project, a plan of involvement of NVA cooperation partners will be established, defining and implementing cooperation formats. NVA cooperation partners are natural and legal persons, in cooperation with whom the NVA implements the tasks assigned to it, such as employers (natural and legal persons with the right to employ), non-governmental organisations, state and local government institutions (social services), educational institutions, job placement service providers, etc. Informative and educational events, seminars, communication campaigns, vacancy fairs, conferences and other events will be organised, aimed at disseminating information about the services provided by the NVA.
