The aim of the project is to strengthen the R&D management and analytical capacity to ensure the management and effective monitoring of the implementation of the Smart Specialisation Strategy (RIS3), including by strengthening the regional dimension, international cooperation and representation, as well as strategic communication, including with stakeholders and the general public. Main activities of the project: 1) participation of Latvia in the European Research Area (ERA), including ERA working groups and priorities in accordance with its policy programme, development of the ERA monitoring report, as well as participation in the development and implementation of the new ERA policy programme of the European Union (EU); 2) Strengthening the representation of Latvia's R&D interests in Horizon Europe, the EU's Framework Programme for Research and Innovation, and the 10th EU Research and Innovation Programme. the Framework Programme as well as other international programmes and partnerships; 3) in-depth analysis of the Latvian RIS3 and the areas of specialisation defined within it in science and research, including preparation of the section of the RIS3 monitoring report on science and research, taking into account the division of responsibilities in the development of the Latvian RIS3 monitoring reports between the Ministry of Education and Science as the Ministry of Industry and the Ministry of Economics; 4) implementation of strategic communication of Latvian science, including strengthening cooperation with the diaspora and ensuring the World Congress of Latvian Scientists; 5) ensuring of international evaluation of scientific institutions; 6) Ensuring international evaluation of the scientific quality of projects under the EU cohesion policy programme 2021-2027; 7) Strengthening the capacity of project management and project implementation personnel; 8) Ensuring project management and project implementation; 9) Measures for ensuring communication and visual identity requirements regarding the implementation of the project. During the implementation of the project the following results will be achieved: 1) the Latvian participation monitoring report has been prepared, including the ERA dimensions, which are binding on the Latvian research area; 2) representation of Latvian P&A interests is ensured; 3) an interinstitutional working group has been established for targeted cooperation and coordination at national level for the expansion of international cooperation; 4) an in-depth analysis of RIS3 and the areas of specialisation defined within it has been ensured; 5) the development and expansion of the functionality of the portals of the Latvian science and space industry has been ensured; 6) cooperation with the diaspora has been strengthened, including the creation of a database of diaspora scientists; 7) the conduct of the World Congress of Latvian Scientists in Latvia in 2028 has been ensured; 2) joint international scientific expertise has been ensured for at least four investment programmes.The total eligible funding for the implementation of the project is EUR 12 127 868, incl. ERDF funding of EUR 10 308 687 and national budget co-financing of EUR 1 819 181. Indicatively, the Latvian Council of Science, as the project's cooperation partner, provides funding of EUR 3 430 000 for the provision of foreign scientific expertise.The implementation of the project is planned to start on 16 April 2024 and to be implemented by 30 November 2029 at the latest.
