The project is implemented by the Cross-Sectoral Coordination Department of the State Chancellery in cooperation with the MoES, MoES, SPKC, IKVD and VISC. The aim of this project is the implementation of a comprehensive, integrated, individual-centred set of diagnostics, prevention activities, counselling, early intervention and support services for the identification and timely support of children's development needs, thus contributing to the development of an early preventive support system in the country to enable children's development.The project is part of an early preventive support system for children , which aims at the early identification of children's development risks in order to provide children with the necessary support as soon as possible, thus preventing the development of disorders and contributing to positive development.The project envisages the implementation of the following actions to be supported:1. the development and piloting of a system of child development needs assessment tools:a. The development and piloting of a single early development screening for children aged 1-6, which results in the determination of whether a child is at risk of an area of early developmental disorders;b. Developmental risk screening for children aged 7-11, piloting, validation and standardization, which is designed similarly to screening for children aged 1-6, but adapted to primary school age;c. Development of advanced research tools for the diagnosis of developmental disorders and identification of special needs for children with developmental risks identified as a result of screening, which will be used if high developmental risks are identified in any of the screening of a child. An in-depth study of the child will allow to accurately determine the existence of disorders (for example, attention deficit and hyperactivity disorders (UDHT), autism spectrum disorders (AST), anxiety, dissocial behavior, learning disorders and others) and to understand the need for further early interventions, therapy, health care services, support services in the process of obtaining education, as well as social rehabilitation services. 2. once the child has passed the due diligence phase, appropriate intervention programmes will be offered for the problem/problems identified, so that the child receives timely support (e.g. STOP 4-7, Cool Kids, ABA therapy, Incredible Years, etc.). Therefore, within the framework of the project, the purchase of licences, methodology development, adaptation, approbation and methodological management of evidence-based prevention and early intervention programmes to support children’s mental and psychosocial development needs for implementation in Latvia will be carried out in order to have appropriate programmes providing support to children with identified developmental disorders. Within the framework of the acquisition of licences, missions are planned to various countries of the European Union that have successfully implemented these intervention programmes, for example, Denmark, Finland and others.3. in addition to the development of screening tools and the introduction of intervention programmes, the project provides for:a. studies that help to assess the current situation in relation to the recognition of early development risks for children, facilitate the necessary changes in policies, as well as help to assess the effectiveness and impact of the implemented early interventions on the development of children;b. the implementation of prevention programmes that promote mutual empathy among children, cooperation in building educational institutions as a safe, violence-free environment for a child, taking into account that violence among peers has a significant impact on the development and growth of a child. events, including conferences, to inform the public about the activities carried out in the project.In order to successfully implement the above-mentioned steps, it is necessary to carry out a number of different sub-actions, moreover, the introduction of each intervention programme is by nature a separate sub-project, which includes both the adaptation of materials to the Latvian environment and Latvian language, as well as the training of specialists and the pilot phase, which involves direct work with children, as well as a very significant information work, in order to raise awareness of older children.
