Postdoctoral studies

The aim of the project is to develop the skills of young scientists and increase scientific capacity by providing opportunities for young scientists to start their career in scientific institutions and at merchants, as well as to improve research competences, renew human resources and increase the number of qualified specialists. The activities planned within the framework of the project are aimed at achieving the objective of the project and the objective set out in the SAM Cabinet Regulations. The following key actions are planned: 1. To ensure the development and submission of the project application under the Marie Skłodowska-Curie Action "Co-financing of Regional, National and International Programmes (COFUND)" of the European Union's Horizon Europe research and innovation programme in order to attract funding for research and training and career development. 2. Ensures the identification and attraction of foreign post-doctoral students to Latvian scientific institutions or economic operators. 3. Organizes the attraction of merchants and participation in the programme. 4. Develops and implements a strategy for the involvement of supported post-doctoral students in science communication activities. 5. Provides organisational support for the implementation of post-doctoral training activities. 6. The selection and evaluation of research applications shall be ensured, taking into account that the international evaluation of the scientific quality of research applications shall be carried out by experts included in the European Commission's expert database, applying the evaluation approach and principles of the Marie Skłodowska-Curie programme "Post-doctoral fellowships" of the European Union's Framework Programme for Research and Innovation (Horizon Europe). 7. Before granting aid, the compliance of research applications not related to economic activity with the criteria referred to in Sub-paragraph 2.1 of Cabinet Regulation No 651/2014 shall be assessed or, if aid for commercial activity is granted, an assessment of compliance with the conditions for the control of aid for commercial activity shall be ensured in accordance with Commission Regulation No 651/2014. 8. Before proceeding with the application to the liaison body for the granting of aid in accordance with Commission Regulation No 651/2014, it shall be verified whether, at the time when the decision to grant aid is taken, the research applicant and the cooperation partner (if applicable) are not in financial difficulty in accordance with Article 2(18) of Commission Regulation No 651/2014 and, before granting de minimis aid, it shall be verified whether the de minimis aid together with the de minimis aid granted in the previous 3 years does not exceed the aid amount laid down in Article 3(2) of Commission Regulation No 2023/2831. 9. Provides advisory and methodological support to research applicants at all stages of the implementation of the research application. 10. Organise information and publicity activities on the implementation of research applications. 11. Organise the conclusion of contracts with research applicants for the implementation of research applications. 12. The planning and allocation of funding necessary for the implementation of research applications shall be ensured. 13. Ensure that the internal selection process of research applicants respects the conditions of Article 61 of Regulation 2018/1046 when the research applicant selects internal applications. 14. Monitors the implementation of research applications. 15. Control of the implementation of research applications at the place of implementation of the research applications during the implementation of the research applications and monitoring of the results of the research applications shall be ensured. 16. The necessary improvements shall be made to the functioning of the electronic platform for the submission of research applications and reports. 17. Ensures the management and implementation of the project. It is envisaged that at least 195 post-doctors will be involved in the project, of which 48 research jobs will be created in the supported structures. Cooperation between research organisations will also be encouraged to achieve an indicator of 10 research organisations participating in joint research projects and 19 companies collaborating with research organisations. It is planned that at least 255 publications in Web of Science and Scopus database journals will be prepared and submitted within the framework of the project, as well as 80 new technologies and products will be developed and private investments of EUR 747 292 will be attracted. The total planned eligible financing for the implementation of the project is EUR 44 440 611, including European Regional Development Fund financing of EUR 37 774 519, State budget co-financing of EUR 4 797 862 and private co-financing of EUR 1 868 230.
