Development of Green Areas for Air Quality Improvement in Northern Suburb, Liepaja

The aim of the project "Establishment of Green Zones for the Improvement of Air Quality in the Northern Suburb, Liepaja" (hereinafter - the Project) is to reduce the negative impact of air pollution on the environment and human health by implementing measures reducing air pollution, creating and restoring a green zone in the vicinity of Lauma, the northern suburb of the city of Liepaja, in accordance with the Liepaja Air Quality Improvement Action Programme 2021-2025. As a result of the implementation of the project, it is planned to create/renovate a green zone in the territories of the northern suburb of the city of Liepaja with a total area of 5.53 ha, at the same time promoting the reduction of PM10 and PM2.5 particulate matter pollution, as well as ensuring that at least 4801 inhabitants will benefit from air quality improvement measures.The main activities planned in the Project are preliminary studies of the project territories in order to develop a model for the creation of a green zone, including and taking into account the potential of plants, trees, greenery and other solutions for the improvement of air quality, development of construction documentation; construction of landscaping in accordance with the construction documentation, providing for the preparation of the territory for the installation of new grasslands and greenery, the installation of new plantings, taking into account the potential contribution of plants, trees, greenery to air quality improvement, the cleaning up of existing trees, the replacement of the sandy surface of existing children's playgrounds, the establishment of pedestrian paths, the construction of an open-access drinking water tap.In the project, the accessibility of the environment will be ensured by establishing pedestrian pathways, so that all groups of the population have access to the green areas located.The establishment of a green zone in the northern suburbs is aimed at improving air quality with regard to the reduction of particulate matter PM10 and PM2.5. The Northern Suburb is the third most densely populated area in the city with 2899 inhabitants per 1km2, in 2022 the Northern Suburb was home to 21% of the total population of Liepāja. The Liepāja Air Quality Improvement Action Programme 2021-2025 (available at https://www.liepaja.lv/documents/liepajas-pilsetas-air-quality-improving-ricibas-programme-2021-2025-year/) sets the main objective of air quality - to ensure air quality in the city, no worse than in the current situation, and to put in place sufficient monitoring mechanisms for its implementation, as well as to improve air quality, using the measures already planned in the city for the development of the city in environmental and mobility action lines. According to the Air Programme, the calculated concentrations of PM10 and PM2.5 in the northern suburbs amount to 15-20 ug/m3.The green infrastructure created will not only contribute to improving air quality, but will also have other positive effects on the urban environment, including aspects such as reducing the heat island effect, improving biodiversity and improving the natural absorption of rainwater. The total cost of the project is planned in the amount of 1 988 573 EUR, the planned co-financing from the European Regional Development Fund (hereinafter - ERDF) is 1 690 287 EUR or 85%, and the financing from Liepaja City Council (hereinafter - Local Government) is 298 286 EUR or 15%. The planned duration of the project is 36 months.
