According to the information collected, as of 1 October 2023, there were 916 children in Riga in the queue for municipal pre-school educational institutions. One of the autonomous functions of the municipality is to ensure the education of the population, including the provision of compulsory education and access to pre-school education. In order to promote the possibilities of Riga City Council to play a more active role in creating a more family-friendly environment in its administrative territory, to ensure the balancing of work and family life by promoting equal opportunities for families, as well as to help significantly reduce the queue, additional municipalities for the development of the infrastructure of pre-school education institutions, it is necessary to invest in the availability of private pre-school education service. The support will also facilitate the active return of parents (legal representatives), in particular women, to the labour market. The period of pre-school education from birth to the mandatory school age plays a formative and important role in the further development of the child. High-quality pre-school education provides equal development opportunities for children, as they are able to receive the necessary stimulation and support for development. An analysis of data on the queues of the pre-school education service of Riga City Council and their demand by neighborhood has been carried out, as well as a survey of private pre-school education institutions on the cost of the service, the number of places. The procurement for the purchase of pre-school education service has been announced, providing the service to socially and economically vulnerable groups of the population of Riga City Council as a priority. The implementation of the project will promote the social integration of Riga residents at risk of poverty or social exclusion, reduce the number of children in the queue for receiving municipal pre-school education services, providing places in private pre-school education institutions in 8 neighbourhoods of Riga. The following activities are planned in the project: the purchase of a private pre-school education service, which includes the full, licensed acquisition of a pre-school education programme, for at least 101 children; ensuring project management, including communication activities on project implementation. The project is planned to run from 09/2024 to 06/2027. It is planned to attract EUR 1 249 976 in funding from the European Social Fund plus.
