Development of nature protection plans for the conservation of biodiversity in reserves and national parks.

Summary to be published on the website of the European Union funds (esfondi.lv)The aim of the project is to prepare the preconditions for the conservation of biodiversity by drawing up six nature conservation plans for priority designated Natura 2000 areas where large areas of State land are located, which have been transferred to the possession of the Nature Conservation Agency (NDA). The development of nature conservation plans (hereinafter ‘Nature Conservation Plans’) is intended for the following areas: the Moricsala Nature Reserve, the Teiči Reserve, the Krustkalni Reserve, the Grīņi Nature Reserve, the Slītere National Park, the Rāzna National Park.Utilising the experience of the DAP and other experts involved, as well as the capacity of economic operators specialising in the development of Nature Conservation Plans, an inventory of nature values and updating of nature data will be carried out in several reserves and two national parks within three years, an assessment of the influences and threats present in the territories with regard to nature values and their conservation, the existing regime for the protection and management of the territories has been assessed, and the public opinion on the conservation and management measures to be taken has been clarified, defining further necessary actions for the conservation and restoration of these values, as well as for the economic use of specially protected nature (hereinafter ‘SPA’), which can be provided by natural capital without harming the objectives of the creation of natural areas.DAPs are managed mainly in strictly protected areas (reserve and nature reserve areas), but they are also surrounded by properties of other persons, the use of which may affect natural values and vice versa. As part of the development of OSH plans, attention is also paid to plans for the use of areas adjacent to SACs.In order to balance the growing needs of nature protection and the economic development of society, the involvement of the public in the process of development of SAC nature protection plans plays an important role, at the same time providing for public education and information work. The development of OSH plans and the resulting measures for the protection and management of species habitats and biotopes in the near future would provide an opportunity to attract investments for the conservation of biodiversity in state-owned lands, and investments would be targeted at regions. The nature reserves and national parks for which OSH plans are to be drawn up are located in Kurzeme and Latgale, where future investments in nature management measures, such as diversification of forest habitat structure, restoration of grassland habitats, improvement of tourism infrastructure, management of water bodies, etc., will contribute to the business sector in the regions.The project’s planned outputs and indicators – six nature conservation plans have been drawn up for the area of 32 240.05 ha of Natura 2000 sites subject to protection and restoration measures. The area of Natura 2000 sites includes the functional zones of the strict regime of reserves and national parks, the regulated regime and nature reserves for which OSH plans are to be drawn up. The Natura 2000 sites included in the project are the Rāzna and Slītere National Parks; Grīņi Nature Reserve; Moricsala Nature Reserve; Krustkalni Nature Reserve and Teiči Nature Reserve.The total planned cost of the project is EUR 2 941 177, including EUR 2 500 000 from the European Regional Development Fund and EUR 441 177 from the state budget.The planned duration of the project is 38 months (provisionally from August 2024 to September 2027).
