First stage of adaptation of Gulbene city to climate change.

The aim of the project is to clean up the drainage system in Gulbene, thus improving the well-being, safety and quality of daily life of a significant part of Gulbene population. 25% of Gulbene municipality inhabitants live in places that are closely related to drainage systems – ditches, culverts, sleeping areas, etc. If a place is blocked or does not work properly, then these residents are at risk of flooding directly – the courtyards of houses are flooded, cellars and household buildings are flooded.Currently, the rain sewerage system in part of the city works poorly near residential houses and other buildings have water standing for a long time, the areas are wet for a long time or even flooded during periods of heavy rainfall, in addition, rainwater enters the domestic sewerage system, which overflows and poses a threat to both residents and the environment. When implementing this project, such threats will be significantly mitigated.During the project, we plan not only to improve the drainage system of Gulbene town, but also to turn to the Dzirnavu pond itself, where the city's rainwater drainage ends up. In order to ensure that the rainwater is removed from the solid particles, we plan to build one sedimentation basin, which will allow to ensure that rainwater will enter the Dzirnavu pond without the admixture of various solid particles, and after this basin wetland with a phytoremediation function will be installed.As part of the project, we plan to water and improve the rain sewerage network of more than 700 meters, which will allow the city of Gulbene to mitigate the consequences of climate change resulting from heavy rainfall and snow melting. During the works, gutters will be built, ditches will be expanded, a sedimentation pool will be established and a wetland zone with a phytoremediation function will be established, and a recreation area will be established near Gulbene ‘Dzirnavu pond’. In this way, a place will be used that is not fully used at the moment and is actually overgrown and not aesthetic. Here, the municipality could not afford to carry out the construction work with its own resources. There will be created a green zone and informative / educational stands about the project itself, as well as about planted trees, Dzirnavu ponds and nature conservation. The activities provided for in the project will take place in a drainage system of municipal importance. It should also be mentioned that part of the municipal drainage system is located on private property. It is for this reason that we have planned to make minor changes to the drainage network by redirecting the existing rainwater drainage flow through the municipal land. If necessary, the property will be contracted with cadastre number 50010060151 for a free-of-charge building right with a building right term of 10 years.During the project, all three New European Bauhaus principles will be respected: aesthetics, sustainability, inclusiveness. During the project we will organize conversations and discussions with citizens, information campaigns and other activities that will allow to draw people's attention to our project and climate change in general and inform about how it can adapt to these changes.The total eligible costs of the project are EUR 1 496 157.00, of which the ERDF costs EUR 1 271 733.45 and the municipal co-financing is EUR 224 423.55. Outside the project costs are not planned. If any of the planned State Treasury borrowings are not granted in the amount provided for in the project, the part of financing for which the State Treasury loan will not be received will be financed from the local government budget.The eligible costs of the project include VAT.The project is planned to be implemented by 31 December 2027.
