Construction of infrastructure for regional business support in Liepaja, stage 2 (2)

In the second quarter of 2025, Liepaja City Council plans to launch the Project "Construction of infrastructure to support regional entrepreneurship in Liepaja, Stage 2", which aims at "Construction of infrastructure to support regional entrepreneurship, ensuring sustainable, climate-resilient and safe connection of urban infrastructure to highway streets in Liepaja, which connects to the comprehensive TEN-T network". The well-organized infrastructure of O.Kalpaka Street is an important driver of economic development. By implementing the project and investing in public infrastructure on O.Kalpaka Street, support will be provided to improve the business environment, convenient and fast access to jobs, regional services and facilities, and city security will be improved. The following main activities and their sub-activities are envisaged for the project:Activities that are not subject to commercial support:1.The section of Oskara Kalpaka Street and related infrastructure, including the reconstruction of the sections of Oskara Kalpaka Street from Raina Street to Brīvosta Street and the sections of Oskara Kalpaka Street, including pedestrian pavements and cycle paths, environmental accessibility solutions, green solutions, rainwater drainage, traffic organisation assets; Reconstruction and construction of street lighting system and construction of low-voltage networks to promote public safety by installing video surveillance cameras and installing communication cables in protective pipes; Reconstruction of the surface and underground communication infrastructure without increasing the technical parameters characterising its service capacity, including reconstruction of the water supply and domestic sewerage; Design, author supervision, construction supervision and cost-benefit analysis.Activities for water management (commercial support):2.Water supply and domestic sewerage infrastructure, includingconversion and construction of water supply and domestic sewerage infrastructure; Design, author supervision, construction supervision and cost-benefit analysis. As a result of the implementation of the project, the following result indicators will be developed by 31 December 2029 in the Project and adjacent territories: economic operators benefiting from developed public infrastructure – 42 economic operators; an increase in the wage pool in private companies of EUR 2 522 429; private non-financial investment in intangible and fixed assets: EUR 2 970 951. Total eligible costs of the project and financing from the European Regional Development Fund (ERDF): The total eligible costs amount to EUR 5 242 854.25, including EUR 5 157 291.78 public eligible and EUR 85 562.48 private eligible, EUR 700 865.66 of the public eligible costs will be provided by the Municipality, EUR 85 562.48 of the private eligible costs will be provided by the public water management service provider "Liepājas ūdens" SIA, while EUR 4 456 426.11 of the total eligible costs of the Project will be covered by ERDF financial support, which is set at up to 85% for the Project. Project implementation is planned from the second quarter of 2025 and commissioning is planned for the second quarter of 2028.
