The objective of the Administrative Capacity Roadmap 2021-2027 is to create the necessary preconditions for sufficiency of human resources, funding, knowledge transfer, tools and technology investments for the effective and timely delivery of results of Cohesion Policy fund programmes and projects. During the period 2023-2028, 22 actions will be implemented with three cooperation partners (School of Public Administration, Central Finance and Contracting Agency, Procurement Monitoring Bureau) to improve the capacity of institutions and bodies involved in the implementation, management and control of EU funds, as well as to strengthen the capacity of beneficiaries and NGOs. In accordance with Annex 8 to the EU Cohesion Policy Programme 2021-2027, training activities are planned within the framework of the Administrative Capacity Road Map 2021-2027 on compliance with the regulatory framework for public procurement, compliance with State aid rules, prevention of conflicts of interest, fraud and corruption in the implementation of EU Cohesion Policy, data-based evaluation related issues, strengthening data analysis and risk management capacity, training of KPVIS Data Analysis Tool users, training of project managers and internal auditors, promotion of good practices in the planning, management, ex-ante and ex-post evaluation of EU Cohesion Policy funds, achievement of results and their publicity, as well as measures to promote the participation of NGOs. It is planned to involve more than 5000 participants of the target group in training activities. In addition, it is planned to develop a standard for implementing integrity pacts, four e-learning courses, a competence framework for project managers, guidelines for local governments on human resources management, and to carry out surveys to determine the satisfaction of project applicants and beneficiaries of EU funds regarding the availability of information and the support processes implemented. The total funding for the implementation of the measures is EUR 1 933 939.00, including ESF+ funding of EUR 1 643 848.00 and State budget co-financing of EUR 290 091.00.
