By the Order of the Cabinet of Ministers No 82 of 11 February 2025 "On approval of the 2nd round of the project "Implementation of e-government, passport of the Single Law Project Development and Harmonisation Portal" under the specific support objective 1.3.1 "Exploiting the benefits of digitalisation for citizens, businesses, research organisations and public institutions" of measure 1.3.1.1. "Development of ICT solutions and services and creation of opportunities for the private sector" of the European Union Cohesion Policy Programme 2021-2027", the creation of the 2nd round of the TAP Portal was approved as an Emergency Project. Developing the 2nd round of the TAP portal will create: 1) the emergency module will ensure continuity of governmental activities and decision-making, the work of the public administration in the development of draft legal acts (including in case of an emergency or exceptional situation, or a cyber threat); 2) the archival module will ensure the preservation of the information stored in the TAP portal and the central transfer of data to the National Archives of Latvia; 3) the control panel and data analysis tool will ensure retrieval, analysis and preparation of data-based proposals for the State administration, merchants and society. The results will be used in decision-making or policy planning;4) The development of TAP e-services will ensure digital accessibility and new open data sets for the public, creating equal access to information and services for all citizens, as well as promote wider public involvement in the development and decision-making process of CTs and the development of higher quality CTs. Project management and implementation; Development of TAP portal implementation documentation (business requirements, technical specifications); development and implementation of the TAP portal; Training on the TAP portal; Measures to ensure communication and visual identity requirements for project implementation. Main planned output indicators of the TAP Portal project: Developed and implemented TAP Portal Emergency Module, Archive Module, Control Panel and Data Analysis Tool. 2 new open data sets have been developed and published on the open data portal for everyone interested. Accessibility of the TAP portal will be ensured and opportunities for public participation (including e-services) will be improved. An interface for data exchange (integration) with the Central Resource Management System of the State Treasury will be developed and implemented, as well as the possibilities for data exchange with the Official Publications and Legal Information System of VSIA "Latvijas Vēstnesis" will be expanded. The TAP portal will continue to be hosted in the "Data Centres" of the Information Centre of the Ministry of the Interior. The project costs are planned in the amount of EUR 2 400 000, including the financing of the European Union funds in the amount of EUR 2 040 000 and the financing of the State budget in the amount of EUR 360 000. Project implementation period - 3 years or until the 2nd quarter of 2028.
