Implementation of the European Maritime Single Window EMSWe

The project "Deployment of the European Maritime Single Window EMSWe" envisages the development of the International Freight Logistics and Port Information System SKLOIS in order to ensure uniform and harmonised rules in all ports of Latvia with all ports of the Member States of the European Union for the provision of the information necessary for a ship to call at a port, in particular by ensuring that the same data sets can be reported in the same way and in the same amount in all ports. The project also aims to facilitate the transmission of information between the declarants - ship operators, control authorities and providers of port services in the port of call, in addition to ensuring the electronic exchange of information with other Member States on commonly used databases and services. The technical solutions and requirements envisaged by the project are set out in Regulation (EU) 2019/1239 of the European Parliament and of the Council of 20 June 2019 establishing a European Maritime Single Window environment and repealing Directive 2010/65/EU, as well as in the delegated and implementing acts issued on the basis thereof. The main activities of the project are development of new software of information system SKLOIS and adaptations of existing software, development of specifications of new business processes and requirements, as well as quality control of implementation of information system development, including testing of new functionality and support of implementation. As part of the software development, the migration of the SKLOIS database according to the EMSWe dataset of the European Maritime Single Window will be ensured. Project management and implementation personnel - ICT solutions system analyst and procurement specialist - will be involved in the implementation of the project. The execution of the other functions of personnel within the framework of the project will be ensured by the employees of the Ministry of Transport. Measures will also be taken to ensure communication and visual identity requirements for the implementation of the project. As a result of the project, a set of SKLOIS system software add-ons will be developed and implemented, which will ensure the execution of the new business processes. A set of software technical specifications will be prepared, the migrated database according to EMSWe environmental requirements will be implemented, as well as training documentation for SKLOIS users will be developed. An informative plaque about the project will be placed on the premises of the beneficiary, as well as press releases on the progress of the project will be prepared and published twice a year. The project costs are planned in the amount of EUR 2 480 000, including the financing of the European Regional Development Fund in the amount of EUR 2 108 000 and the financing of the State budget in the amount of EUR 372 000. The implementation of the project is planned within 36 months.
