The objective of the project is to increase the maximum permitted train speed to 140 km/h in the sections of the TEN-T railway network Riga - Aizkraukle (Lielvārde-Skrīveri section) and Riga - Jelgava.The objective of the project and the scope of the envisaged activities comply with Cabinet Regulation No 507 of 23 July 2024 implementing rules for the first round of project application selection under priority 3.1 ‘Sustainable TEN-T infrastructure’ of the specific support objective 3.1.1 ‘Developing sustainable, climate-resilient, intelligent, safe and multimodal TEN-T infrastructure’ of measure 3.1.1.3 ‘Development of railway infrastructure existing on the trans-European transport network’ of the European Union Cohesion Policy Programme 2021-2027, which provides for the implementation of the positive project No 6.2.1.22/I/002 ‘Modernisation of railway infrastructure within the framework of the specific support objective 6.2.1 ‘Ensuring a competitive and environmentally friendly TEN-T railway network by promoting its safety, quality and capacity’ of the operational programme for the 2014-2020 programming period. -Construction (design, author's supervision, construction): -equipment of level crossings with automatic barriers; -rebuild railway curves; -to rebuild the electrical contact network; -fencing the most dangerous places on track sections and in stations with safety fences. -Construction supervision and design expertise, engineering services of the International Federation of Engineering Consultants (Federation internationale des Ingenieurs-Conseils) (hereinafter FIDIC). As a result of the implementation of the project, the maximum speed of trains will be increased from 120 to 140 km/h in the sections Riga – Aizkraukle (Lielvārde-Skrīveri section) and Riga – Jelgava, train and road traffic safety will be increased, reducing the possibility of collisions at level crossings, in the most dangerous places of railway sections and stations, as well as railway lines will be reconstructed or upgraded, with a total length of at least 100 km.The project will be implemented in accordance with the deadline specified in the concluded agreement on the implementation of the project, but not later than by 31 December 2029: The planned total cost of the project (2nd phase of the project) is estimated at EUR 30 683 578.00, including: -Co-financing from the EU Cohesion Fund: EUR 26 081 041.00; -LDz funding – EUR 4 602 537.00.By 30.12.2023, project performance indicators were not achieved. In order to achieve the objective of the project and the planned indicators for the period 2014-2020, project development and access to financing from the European Union Cohesion Policy Programme 2021-2027 are necessary.According to SAM 3.1.1 Developing sustainable, climate-resilient, intelligent, secure and multimodal TEN-T infrastructure, Action 3.1.1.3. ‘Development of railway infrastructure on the trans-European transport network’, the objectives and results planned in phase 1 of the project will be fully achieved in phase 2 of the project.
