The project is the second phase of the major project "Acquisition of Electric Trains Necessary for the Carriage of Passengers in Riga and Pierīga" (hereinafter - the Project). Within the framework of the second phase of the project, 6 electric passenger trains (EVs) are purchased consisting of 23 EVs, the purchase of which is envisaged within the framework of the Project (17 EVs were purchased within the framework of the first phase of the Project). The joint stock company "Pasažieru vilciens" (hereinafter - PV) carried out a procurement for the acquisition of 32 EV compositions in total, but 9 EV is not part of this Project. EVs will operate in a 3 kV DC system with the possibility to adapt them to a 25 kV AC system if necessary in the future, as the electrification of the Latvian railway could take place in the medium or long term. Electrification of the transport sector is essential to meet the European Union's decarbonisation and energy security objectives, as the transport sector is responsible for 25% of all CO2 emissions in Europe.The total eligible costs of the second phase of the project are EUR 17 707 200, including the Cohesion Fund funding of EUR 12 539 835.15 and the State budget funding of EUR 5 167 364.85. The total eligible costs of the project for the purchase of 23 new electric passenger trains are EUR 161 209 300, including the Cohesion Fund funding of EUR 114 211 073 and the State budget funding of EUR 46 998 227.The first phase of the project was implemented within the framework of the 2014-2020 programming period of the EU funds. The eligible costs of the first phase of the project are EUR 143 502 100,00, including the Cohesion Fund financing of EUR 101 671 237.85 and the State budget financing of EUR 41 830 862.15.The implementation of the project will ensure that the morally and technically obsolete electric train park at the disposal of PV will be restored.The overall implementation of the project complies with both EU and national objectives. The implementation of the project will promote the efficiency of passenger transport, the use of environmentally friendly technologies, as well as improve passenger mobility in Riga and Pieriga. The new rolling stock is planned to operate on the following routes: Riga – Jelgava; Riga – Tukums II; Riga – Skulte; Riga – Aizkraukle.The most significant benefits of the project are as follows:- electric trains continue to run in the Riga agglomeration, in addition, new trains provide more efficient service; - The following are decreasing in the agglomeration of Riga: - air pollution and greenhouse gas emissions; - congestion and sound pollution; - the number of traffic accidents; - the travelling time of the inhabitants of Pieriga decreases; - improved mobility for people with reduced mobility in the Riga agglomerationTime of implementation of the second phase of the project : from 1 January 2024 to 31 December 2024 (implementation duration is 12 months), including the delivery time of 6 EVs from January 2024 to June 2024.The implementation of the first phase of the project actually started on 29 August 2019, when the contract for the delivery of EVs concluded with ŠKODA VAGONKA a.s. entered into force and was completed on 31 December 2023.
