The project is the final stage of the procurement carried out by joint stock company "Pasažieru vilciens" (hereinafter - PV) for the supply of suburban electric passenger trains (hereinafter - EV) and equipment necessary for their maintenance and the implementation of personnel training. In total, the procurement was carried out for the purchase of 32 EV units, but within the framework of the project, the purchase of 9 EV units (17 EV units were purchased within the framework of the first and second phases of the major project "Acquisition of electric trains necessary for the carriage of passengers in Riga and Pierīga").The implementation of the project will ensure that the morally and technically outdated electric train park at the disposal of PV will be restored. The implementation of the project is in line with both EU and national objectives. The implementation of the project will promote the efficiency of passenger transport, the use of environmentally friendly technologies, as well as improve passenger mobility in Riga and Pieriga. The new rolling stock is planned to operate on the following routes: Riga – Jelgava; Riga – Tukums II; Riga – Skulte; Riga – Aizkraukle.The most significant benefits of the project are as follows:(a) Electric trains continue to run in the Riga agglomeration, in addition, the new trains provide a more efficient service; b) the following decreases in the agglomeration of Riga: - air pollution and greenhouse gas emissions; - congestion and sound pollution; - the number of traffic accidents; - the travelling time of the inhabitants of Pieriga decreases; - improved mobility for people with reduced mobility in the Riga agglomeration Within the framework of the implementation of the project, not only the purchase of EV units is envisaged, but also the costs related to the purchase of EV rolling stock. In total, the project envisages the following activities:1)9 purchase of electric train rolling stock with a total capacity of 7 902 passengers;2) purchase of an electric train spare parts fund, which is necessary for the continuous provision of passenger transport;3) purchase of documentation for electric trains;4) training of employees of the PV to ensure the start of operation of electric trains;5) creation of bicycle places in all electric trains purchased within the framework of the procurement;6) monitoring of the production of electric trains to ensure that electric trains comply with the technical requirements of the procurement and regulatory enactments.The total cost of the project is EUR 63 505 835.50, including the Cohesion Fund financing of EUR 53 979 960.17 and the State budget financing of EUR 9 525 875.33.The project will be implemented in accordance with the terms of the contract for the implementation of the project, providing for the implementation of the project until 30 September 2025.The implementation of the project was actually started before the contract for the implementation of the co-financing of the Cohesion Fund, i.e. on 29 August 2019, when the contract signed with ŠKODA VAGONKA a.
