The project ‘Improving the quality and efficiency of social services’ is implemented in accordance with Cabinet Regulation No 318 of 28 May 2024 on ‘Improving equal and timely access to quality, sustainable and affordable services; developing social protection systems, including promoting access to social protection; To improve the accessibility, efficiency and resilience of long-term care services", measure 4.3.5.3 "Increasing the quality and efficiency of social services", the project objective - to increase the accessibility, quality and efficiency of social services, contributing to the preservation or improvement of the independent life opportunities and quality of life of a person - will be implemented within the framework of the following project activities: Improvement of the system for monitoring the quality of social services, including the development of common general and specific quality standards for social services, a set of quality monitoring indicators and a methodology for monitoring both at national level and at the level of social service providers. The action will: A feasibility study has been carried out on Latvian and international practice in the field of monitoring the quality of social services;A description of the system for monitoring the quality of social services has been developed, including the general part of the description and the specific part of the description, which will apply to specific types of social services (out-of-family care; long-term social care and social rehabilitation service in the institution, including a service close to the family environment; group apartment service; home care service; respite services; day-care centre service; Specialized workshop service);Developed training content on the developed description, including on the use of quality monitoring tools and the operation of the system in general, as well as developed e-learning;Developed pilot projects for approbation of the developed description and evaluated results, making adjustments to the parts of the developed description and the training content as necessary.Development of a system for assessment of the effectiveness of social services, which will include: The development of a description of the system for assessing the effectiveness of social services, including the general part of the description (theoretical framework) and the specific part for specific types of social services (social rehabilitation service for persons with hearing disabilities; social rehabilitation service for persons with functional limitations; psychosocial rehabilitation service for children in palliative care and their family members; long-term social care and social rehabilitation service (for children and adults); State co-financed home care service for children),Development of training content on the developed description, including on the use of efficiency assessment tools and the operation of the system in general;Implementation of pilot projects.Improvement of the national social policy monitoring information system, improving according to the developed descriptions and proposals for improvement of the social service quality monitoring system, development of the social service efficiency assessment system.Implemented informative educational and public awareness and awareness-raising measures, ensuring similar intensity and territorial coverage in all regions of Latvia. Activities will be aimed at raising public awareness and awareness of the quality and effectiveness of social services, as well as the factors influencing them, in order to promote a common understanding of the quality and effectiveness of social services at different levels.
