The objective of the project in accordance with point 2 of the specific support objective 4.2.4 "Promoting lifelong learning, in particular by providing flexible upskilling and reskilling opportunities for all, taking into account digital skills, better anticipating changes and new skills requirements based on labour market needs, facilitating career transitions and promoting professional mobility" of the Cabinet of Ministers Regulation of 7 May 2024 No. 283 "Promoting lifelong learning, providing in particular flexible upskilling and reskilling opportunities for all, taking into account digital skills, better anticipating changes and new skills requirements based on labour market needs, facilitating career transitions and facilitating professional mobility" of measure 4.2.4.2 "Support for adult learning based on the individual needs of adults" is the upskilling and acquisition or retraining of professional qualifications of employees in order to improve the quality and capacity of the workforce, to improve the professional competence of employees according to the needs of the labour market, to promote the ability of employees to adapt more effectively to changing working conditions, thus ensuring the resilience of employees in the labour market, as well as increasing the participation in adult education and establishing a quality monitoring system for adult education.In order to achieve the objective of the project, the Ministry of the Ministry of Economics in cooperation with employers will carry out a labour market-oriented and data-based awareness of current training needs, which will be agreed and approved by the Human Capital Development Management Board and joint coordination. In accordance with the current needs of the labour market, an up-to-date, substantiated, data-based training offer will be created. The training offer will be formed by providing support for the acquisition of vocational further education programmes, including modular vocational further education programmes, vocational in-service training programmes, modular vocational education programme modules or module sets, study modules or study courses at a higher education institution or college, non-formal education programmes.The target group of the project is employed persons who have reached at least 18 years of age, priority support is provided to employees with a low level of education (completed or incomplete primary education or general secondary education), employees aged 50 and over, as well as refugees and persons with alternative status. The project will also provide support for the assessment of professional competences acquired outside the formal education system. Career support services will also be provided to the target group of the project: assessment of the knowledge, competences and skills of individuals, possibility to apply for career counselling, creation of a career development plan. In order to promote the involvement of individuals and encourage motivation to learn, the project will offer support measures to overcome learning obstacles - support for regional mobility, support for the compensation of rental of living space or expenses related to living in a service hotel, services of an assistant, ergotherapist or sign language interpreter, support for the provision of supervision services for children under seven years of age, as well as the award of a special scholarship. The project plans to provide support for the establishment of a quality assessment system for formal and non-formal adult education by developing a common methodology for systemic monitoring of the quality of adult education, providing methodological support to educational institutions, carrying out the activities of adult education implementers and evaluating and monitoring the implementation of adult education programmes.The project will be managed by the State Education Development Agency and implemented in cooperation with the Ministry of Economics, the State Employment Agency, the State Education Quality Service, educational institutions and local governments. To support the implementation of the project, the information system established under the measure ‘Development of the approach to individual learning accounts’ of reform 2.3 and investment axis ‘Digital Skills’ of component 2 ‘Digital Transformation’ of the Recovery and Resilience Facility Plan will be developed and maintained: the Skills Management Platform, in which the registration of individuals, data accumulation and analysis will be carried out.For the purpose of informing and attracting the target group to participate in the project, in compliance with communication and visual identity requirements, media campaigns will be organised and support for adult education coordinators, adult education specialists and career counsellors in municipalities and educational institutions will be provided.The project plans specific measures and activities indicated in the description of t
