Improving the operational efficiency of Jelgava wastewater treatment plants

SIA "JELGAVAS ŪDENS" (hereinafter - JŪ), taking into account the requirements forecasted by the European Commission for the quality of treated waste water, sludge treatment, as well as in the field of GHG emission reduction, within the framework of the Project "Improving the Operational Efficiency of Jelgava Waste Water Treatment Plants" (hereinafter - the Project) plans improvements to Jelgava Waste Water Treatment Plants (hereinafter - WWTP). The WWTP is located in an agglomeration with a pollution load in human equivalents of more than 10 000, Lapskalna Street 22, Jelgava, which is located on the JŪ property, where waste water discharges will meet the expected requirements in 2040, as proposed in the 2022 European Commission proposal for the revision of the Urban Waste Water Directive, by reducing the polluting activity of WWTP in the administrative territory of Jelgava State Town.The aim of the project is to improve the efficiency of waste water treatment services by ensuring the capacity of the necessary infrastructure, using more innovative technologies and thus reducing the amount of discharged nitrogen (N) and phosphorus (P) pollution in the Driksa river.It is important that waste water in the output contains as few pollutants, phosphorus and nitrogen compounds as possible, which are primarily responsible for eutrophication of water bodies, the availability of lower oxygen in water, the reduction of biodiversity and other negative aspects. As a result of the project, the annual average nitrogen and phosphorus concentrations in the treated waste water discharged from WWTP will not exceed N 10.0 mg/l and P 0.7 mg/l. The activities to be supported under the project are planned in accordance with the Waste Water Management Investment Plan 2021-2027 and the Lielupe River Basin District Management Plan and the Flood Risk Management Plan 2022-2027. Within the framework of the project, it is planned to improve the efficiency of the treatment of WWTP by reducing the amount of pollution discharged into the environment, which contributes to the ecological quality of the river Driska and the reduction of pollution, as the discharge of WWTP wastewater is carried out in the river Driksa, which is part of the Lielupe river section. The necessary improvements have been identified with the following Project activities:1.Renovation, construction or rebuilding of the treated waste water outlet, which includes the following activities:· Rebuilding of the treated waste water output .2.Improving the efficiency of the treatment of waste water treatment plants, which includes the following sub-activities:· Rebuilding of the collection and treatment of sand and floating substances;· Construction of the chemical dosing system;· Improvement of the biological process and its management;· Construction of the Hydrodynamic Car Content Reception Station;· Supply of analytical process tools (Laboratory equipment);· Rebuilding of the pre-treatment unit and restorations.3.Establishment, rebuilding or rebuilding of sewage sludge dewatering and treatment facilities, justifying the reduction of greenhouse gas emissions, which includes the following sub-activities:· Rebuilding of the sludge treatment system.The planned Project result indicator is 56 350 inhabitants, the project’s planned total eligible costs, which include project preparation, design, construction, author’s supervision, construction supervision and publicity costs, are estimated at EUR 5 149 120.99, including the planned European Union Regional Development Fund (ERDF) co-financing of EUR 3 346 928.64 and SIA JELGAVAS ŪDENS co-financing of EUR 1 802 192.35. The implementation of the project will take place in accordance with the requirements of the Law on Public Service Providers’ Procurement and the Guidelines, ensuring transparency and an open procedure, after which the total expenditure of the project will be specified. Two procurements are planned for contracts, one of which is in accordance with the provisions of the FIDIC Yellow Book contracts, within the framework of which it is planned to carry out design, construction and author's supervision and the other to ensure construction supervision.Communication and visual identity measures in the form of publications will be carried out at least twice a year on the JU website, as well as an information stand and a building board will be located near the territory of the WWTP, and after the implementation of the Project, a permanent information plaque on the implementation of the Project will be installed in order to provide the general public with the opportunity to learn about the investments of EU funds, in accordance with the laws and regulations that determine the procedures by which the institutions involved in the management of EU funds ensure the implementation of these funds during the 2021-2027 programming period. All activities provided for in the Project will be carried out until 31 December 2029.
