The aim of the project is to promote energy efficiency improvement in SIA "JELGAVAS ŪDENS" infrastructure - Wastewater Treatment Plant Laboratory building, 22 Lapskalna Street, Jelgava. The activities planned in the project at SIA "JELGAVAS ŪDENS" building "Laboratorija of Wastewater Treatment Plants", 22 Lapskalna Street, Jelgava contribute to the achievement of the project objective by reducing the annual primary energy consumption and achieving energy savings. The main use of the infrastructure complies with the requirements of the Cabinet Regulation regulating activity and is related to the field of water management, which is a function delegated by the local government. Jelgava State City Municipality has granted SIA "JELGAVAS ŪDENS" exclusive rights to provide water supply and sewerage services throughout the administrative territory of Jelgava State City Municipality. Services are provided on the basis of the Agreement concluded on 26 February 2015 with Jelgava State City Council on the provision of water management services for the period until 25 February 2025. On 29 November 2023, additional Agreement No 1 on Amendments to the Agreement for the Provision of Water Management Services of 26 February 2015 (ADM/2-1.4/15/44) was drawn up. The Agreement and Arrangement No 1 are annexed to the PI. SIA "JELGAVAS ŪDENS" in the building "Laboratorija of Wastewater Treatment Plants" at 22 Lapskalna Street, Jelgava, does not carry out any economic activity, it is used for the implementation of administrative functions and administrative tasks, and does NOT carry out additional economic activities, ordinary ancillary services and other economic activities. The project includes energy efficiency and heat-sustainability measures provided for in the energy certificate of the building. In order to achieve the objective of the project and improve the energy efficiency of the building, it is necessary to carry out: 1.Cocol insulation; 2. Flat roof insulation; 3. Insulation of external walls; 4. Replacement of windows and doors to the most energy-efficient ones with the lowest U-value (heat conductivity coefficient); 5. Installation of mechanical ventilation system with heat recovery; 6. ISP reconstruction. The target group of the project is Jelgava City Municipality of the Republic of Latvia. The activities planned in the project are based on the results of calculations, the planned financial investments are effective in relation to future savings, as well as the environmental impact will be reduced and the urban environment will be improved, as well as the term of use of the building will be extended. The project is expected to achieve a saving of at least 30 per cent of total primary energy consumption. As a result of the project shortening, it is planned to achieve a cost reduction per beneficiary of the service of up to 0.5% by the end of 2027. The total eligible costs of the project amount to 189 216,00 EUR excluding VAT. Of this amount, the financing of the European Regional Development Fund amounts to EUR 160 833.60 excluding VAT. All construction costs, in accordance with Cabinet Regulation No 480, are eligible, but since the total project costs exceed the eligible costs included in the project, which, by letter No 39-2-10/6153 of 26 August 2024 from the CFCA ‘Invitation to submit a project application’, are set at EUR 189 216.00, then part of the construction costs are outside the project. The exact cost of the works and supervision of the construction will be known after the procurement and conclusion of the contracts. When submitting payment claims, the eligible amount of EUR 189 216.00 indicated in the R & D will not be exceeded for project expenditure. A summary of the total cost of the project is attached in the "Documents" section of the PI. The project is planned to be implemented by 31 December 2027.
