By Cabinet Order No 164 of 18 March 2025, the passport for the project ‘Transformation of the Single Building Data Registration Process’ (hereinafter ‘the project’) under measure 1.3.1.1. ‘Development of ICT solutions and services and creation of opportunities for the private sector’ of the specific support objective 1.3.1 ‘Exploiting the benefits of digitalisation for citizens, businesses, research organisations and public authorities’ of the European Union Cohesion Policy Programme 2021-2027 was approved and work started on its realisation.The project aims to develop long-term operational solutions to facilitate and accelerate the transformation of the building registration process for both the person and the authorities involved. Within the framework of the project, it is planned to develop a unified process of registration of the structure, introducing a unified data flow at the level of the State information systems from the initiation of construction to the entry of the structure in the Land Register, as well as, accordingly, ensuring the development of a unified service of registration of the structure.The project envisages the following main activities:1. the development of new user-oriented functionalities of the information systems and platforms of public administration and local governments in support of the effective digitalisation of the public administration and commercial sector;2. the transformation of the processes of provision of public services aimed at the digital transformation of the economy and the creation and development of services (where possible using innovative technologies and approaches);3. the improvement of the digital infrastructure of services.The project plans to achieve the following result - to improve the operational processes of the Cadastre IS and the exchange of cadastre IS data with other VIS. The project results include the following changes to the State Land Service portal Kadastrs.lv: modification of the text and spatial data display functionality, accessibility of the data of the single building registration process service to the user, regardless of the state information system or institution where the single building registration process service or its stage is proposed, executed or received, development of the user's self-service and working environment functionality of the persons involved in the process. As a result of the project, the new, necessary method will be supplemented with the service existing in the VVDZ, as well as the functionality of the VVDZ's basic activity information system will be supplemented in accordance with the new construction registration process.The total cost of the project is EUR 2 800 000, incl.
