Improvement of infrastructure and learning environment in five special educational institutions of Riga City Council

The aim of the project is to improve the teaching environment and infrastructure, material and technical support and teaching aids in order to increase the capacity of five specialized general educational institutions of Riga City Council in providing high-quality special education. The project includes the following specialized general education institutions of Riga City Council: Riga 5th Primary School - Development Centre; Riga 1st Primary School - Development Centre; Riga 3rd Primary School; Riga Ebelmuiza Primary School; Riga Strazdumuiža Secondary School - development centre. Within the framework of the project, improvements in infrastructure and learning environment are planned in three specialized general education institutions: In Riga Primary School No. 1 - Development Centre it is planned to carry out renovation of 10 study rooms, reconstruction of the bathroom (on the 4th floor), renovation of engineering communications, installation of the built-in equipment in the bathroom. In the 5th Riga Primary School - Development Centre, it is planned to carry out the renovation of the study room, corridor and bathroom, as well as the construction of the elevator; Renovation of study rooms and pedagogical staff offices, renovation of corridors, stairs and sanitary facilities, renovation of engineering communications and installation of built-in equipment are planned in Riga Strazdumuiža Secondary School - Development Centre. Creating an ergonomic learning environment in four specialised general education institutions: The purchase and installation of equipment will take place at Riga Primary School No. 1 - Development Centre, Riga Ebelmuiza Primary School, Riga Strazdumuiza Secondary School - Development Centre and Riga Primary School No. 5. Innovative information and communication technologies will be introduced in Riga Primary School No. 1. In the territory of Riga Primary School No. 3, a sports field will be transformed and improved. Construction works in four specialized general education institutions will be carried out designing, as well as author supervision and construction supervision will be ensured. It is planned to provide expert advice on environmental accessibility in all four sites before the call for tenders for the construction works and during the construction works. Communication and visual identity activities will be carried out within the framework of the project. Special education programmes for students with hearing, vision, mental health, mental development and severe mental development and several severe developmental disorders are implemented in specialized general education institutions. Often, the established program reflects only one of the disorders of the learner. In the educational institutions included in the project, 776 students receive special education programmes, which are supported and educated by 368 teachers on a daily basis (including the number of teachers who perform support functions, including in addition to the work of teachers). As a result of the project, the above educational institutions will improve their infrastructure and learning environment, providing an opportunity to implement high-quality and modern education for learners with special needs. The total budget of the project for carrying out the necessary planned activities is 85% of the European Regional Development Fund's aid share of EUR 2 516 485.00 and 15% of the Riga City Council's co-financing amounting to EUR 444 085.65. The total cost of the project is EUR 2 960 570.65. The implementation of the project will start from the date of conclusion of the contract. The project is planned to be implemented by 31 December 2026.
