The aim of the project is to create a unified mobility data ecosystem that would allow to improve data management, make transport planning more efficient and promote the development of sustainable mobility in the Riga metropolitan area. This smart solution will enable ecosystem users to make data-driven decisions to improve mobility processes, while at the same time laying the groundwork for the deployment of Mobility as a Service (MaaS). The project will develop smart tools and technologies for data collection and analysis. It is planned to implement sensors and data processing systems that will provide accurate information on transport flows and road loads in real time. In addition, a digital platform will be created that will provide easy access to mobility data, allowing it to be used effectively both in daily travel planning and in the implementation of strategic projects. Achieving a common data ecosystem: Integrate and centralise Riga Metropolitan Area Mobility and Transport data into a single data ecosystem; Upgrade the Riga transport simulation model and introduce analytics, visualisation and artificial intelligence tools; Promote data-driven decision-making and improve transport and sustainable urban planning; To promote the sustainable development of mobility and improve the quality of life of residents of the Riga metropolitan area. In order to achieve the objective of the project, it is planned to implement the following main activities: Identify and integrate mobility datasets; Develop a model for data management and user cooperation for the mobility data ecosystem; Develop and improve data infrastructure; Establish a central data model for the mobility data ecosystem; Carry out data analysis, including the introduction of automated reports and reports; Implement and develop a transport simulation model and operational traffic management tools; Develop and implement a tool for mapping traffic events and construction works; Organise publicity activities to raise the visibility of the project. The main performance indicator of the project is the time (hours) of execution of mobility planning and modelling services.Introducing a common practice in data management, supplementing the available data volume and developing analytics tools that will automate, digitalize processes, as well as provide informative reports and modelling capacity, the planned reduction of the performance indicator in time consumption would be at least 10% (88 hours). These activities will contribute to a more efficient performance of the municipality's mobility planning and modelling functions. In addition, the Project will bring a number of complementary benefits: Digitalisation of the municipality has been promoted, operational efficiency has been improved and manual work has been significantly reduced; Avoided fragmentation of datasets by creating a unified and integrated data environment that replaces the current decentralised data storage in different municipal units; Facilitating and speeding up the availability of data, leading to more operational and informed decision-making for the development of various projects; An opportunity has been created to evaluate the usefulness of the adopted decisions by analysing the situation before and after the adoption of the decision, as well as drawing conclusions for further actions, identifying effective and ineffective approaches; Data-driven decision-making that provides decision-makers and users (citizens) with sound and transparent reasoning for planning changes related to mobility. Project implementation period 01.04.2025. – 31.03.2028 (36 months). Project funding: total budget of the project: 3'654'000,00 EUR (three million six hundred fifty-four thousand euro and 00 cents), of which ERDF funds 3'105'900,00 EUR (three million one hundred five thousand nine hundred euro and 00 cents) and municipal funding 548'100 EUR (five hundred forty-eight thousand one hundred euro and 00 cents).
