Demographic trends in Latvia indicate an ageing population and a shrinking population, especially in working age, resulting in a shrinking share of the working-age population. Since 2000, the total population of Latvia has decreased by more than a fifth. At the beginning of 2024, there were 1 871 882 independent residents in Latvia, 48% of whom are aged 45 and over. Labour shortages and the ageing of the existing workforce raise the question of how to achieve longer participation in the labour market by ensuring the maintenance of working capacity, productive and sustainable employment. Both employees and employers face challenges to promote the longest and healthiest possible retention in the labour market. Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 laying down common provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund and financial rules for those and for the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for Financial Support for Border Management and Visa Policy (hereinafter ‘Regulation No 2021/1060’) sets out the above-mentioned challenges and will be addressed in the framework of Specific Support Objective 4.3.3 ‘Improving access to employment and activation measures for all jobseekers, in particular young people, in particular through the implementation of the Youth Guarantee, the long-term unemployed and disadvantaged groups on the labour market, and the inactive, as well as promoting self-employment and the social economy’ of the European Union Cohesion Policy Programme 2021-2027. in particular, access to employment and activation measures for young people, in particular through the implementation of the Youth Guarantee, the long-term unemployed and disadvantaged groups in the labour market, and the inactive, as well as through the promotion of self-employment and the social economy. Pursuant to Cabinet Regulation No 431 the European Social Fund Plus (hereinafter ‘ESF Plus’) project ‘Support for better and longer working lives’ (hereinafter ‘the project’) is being implemented, the aim of which is to improve the working environment and working conditions of workers, in particular those at risk of losing their working capacity and older workers, to promote their involvement in health promotion and improvement measures, as well as to provide support to employers for sustainable employment of workers and management of health promotion.
