Construction of disaster management centres

The aim of the project is to ensure the construction of disaster management centres (including the design and construction of all types of structures) and their adequate equipping with built-in furniture, equipment and specialized technological equipment in order to create a physical infrastructure that will ensure an effective and rapid response to natural and man-made disasters, disaster threats and threats of various scales. project implementation, management and administration; development of construction design documentation, expertise, author's supervision, construction works (including purchase of built-in furniture, equipment and installations, installation and connections to ensure the functional application of the building, energy certification and energy audit provision); engineering consultant service (including construction supervision); publicity measures. As a result of the project, disaster management centres will be built in Tukums, Riga (Bolderja), Kuldiga, Preili, Sigulda, Aizkraukle, Limbazi, Jurmala (Kauguri), Dobele, Ludza and Saldus, which will improve the working conditions and occupational safety of employees involved in civil protection and disaster management, as well as promote more sustainable, efficient, faster and higher-quality cross-sectoral cooperation and coordination between the services involved in the response and disaster management – the State Fire and Rescue Service (VUGD), the State Police (VP), the State Border Guard (SBG), the Office of Citizenship and Migration Affairs (PMLP), the Information Centre (IC) of the Ministry of the Interior, the State Agency for Security (NVA) and the Emergency Medical Service (NMPD), while ensuring the efficiency and effectiveness of the use of real estate – reducing energy consumption within the internal affairs department. for 2027 (including the priority areas ‘Security’, ‘Nature and Environment – Green Deal’), the National Civil Protection Plan (including Policy Objective 2) and the European Union Cohesion Policy Programme 2021-2027 (including the main objectives of the EU investment priorities ‘Greening Europe – climate neutrality, adaptation to climate change and environmental protection’ and ‘A Europe closer to citizens – sustainable and balanced development of regions’), which emphasise the implementation of smart, efficient and open governance, where human (including society) and proactive state action in global processes are placed at the centre of the process, implementing comprehensive state protection, using new infrastructure, opportunities, understandable and accessible information, developing integrated services, thus ensuring mutual trust and partnership between Latvian citizens and state institutions, increasing the knowledge, values and responsibility of every single citizen in Latvia, i.e. contributing to a safe national environment and a productive life.The total funding of the project is EUR 106 424 959, including EUR 24 669 413 from the European Regional Development Fund and EUR 81 755 546 from national co-financing.The implementation period of the project is from 1 January 2024 to 31 December 2029.
