Establishing a support system for children with serious illnesses and their family members

BKUS is the largest specialised children's multi-profile medical treatment institution in Latvia, which at the same time is registered as a social service provider in the register of social service providers, thus providing social work and social rehabilitation service to children during the medical treatment and recovery process and their family members. Within the framework of the project, a mechanism for providing psychosocial support to children with serious illness* and their family members will be established and approbated, including ensuring the subsequent receipt of support to the child and family upon their return to their place of residence. *Severe disease means any acute or chronic disease and/or health condition that poses a high risk of mortality, negatively affects quality of life and daily functions and/or is burdensome due to symptoms, treatment or caregiver stress. Severe disease can be at any diagnosis and is understood as the most severe stage of the disease. Within the framework of the project, 4550 children up to and including 18 years of age with a serious illness or functional impairment, a potential or existing disability will receive psychosocial support during the period of diagnosis, acute therapy and post-therapy. Psychosocial support will also be provided to family members of children (the child’s legal representatives, foster family or persons with whom the child lives in the same household). The total eligible funding included in the project is EUR 4 350 000, including ESF+ funding of EUR 3 697 500 and state budget funding of EUR 652 500. The project will be implemented from the moment of concluding the agreement on the implementation of the EU fund project until 31 July 2027, extending the costs from 1 December 2021. Main activities of the project: ·The project will define a framework for psychosocial support - a manual for providing psychosocial support developed by a team of experienced practitioners and agreed by the National Council for Disability Affairs. ·A pilot project will be carried out during the project, during which the content of the handbook will be approbated in practice. The pilot project will be implemented in cooperation with municipalities. 36 municipalities or 84% of the total number of municipalities have signed cooperation agreements. The indicative implementation period of the pilot project is until 31 May 2027. The evaluation of the effectiveness of the results of the pilot project will include a comprehensive assessment of the family's experience in receiving psychosocial support, as well as feedback from the child and social workers of municipal social services on their experience in implementing recommendations, as well as cooperation with the family. ·Development of a single information exchange mechanism for the provision of follow-on support to the cooperation between BKUS and municipal social services. ·Information materials for families and professionals have been developed and made available to the public on a digital platform. ·Professional capacity building measures have been implemented, including information seminars for professionals involved in providing psychosocial support. ·Inter-institutional cooperation with local government social services and, as appropriate, with other local government institutions (for example, the Orphan's and Custody Court), NGOs and state institutions will be promoted.
