The main goal of the project is to renew and improve the competitiveness of tourism enterprises by promoting sustainability, responsibility, principles for participation, and year-round tourism. The project is based on Rovaniemi’s operational programme for sustainable tourism that includes a total of 11 measures that are focused on mitigating the local side effects of tourism, mitigating climate change, increasing participation of enterprises and local people in the development of tourism, RDI activities based on the requirements of the business sector, innovation preparedness of SMEs, and the strengthening of comprehensive tourism cooperation that crosses organisation boundaries. Rovaniemi’s operational programme for sustainable tourism (see Appendix 1) form a framework for the project’s implementation and its measures. The majority of measures can be incorporated in the project, while some measures will require supplementary projects. The project enhances cooperation and opportunities for involvement between tourism enterprises, the local population, and the various operating units of the City of Rovaniemi for the year-round development of tourism. The project consolidates a network-operating procedure for the development of tourism, with commitment from local enterprises, developers, the City of Rovaniemi, and the locals. The project is closely associated with the objectives and implementation of the ecosystem agreement coordinated by the City of Rovaniemi. By developing the ecosystem for Arctic tourism, the innovative activities of the tourism sector are strengthened, utilising and enhancing the top fields of expertise in the area and RDI activities. The intention is to encourage the establishment of new business and businesses based on innovations.
