Cross-cutting themes of Tampere growth ecosystems

The Finnish government has formed agreements with university cities to allocate public and private RDI funding to strengthen globally competitive ecosystems. Ecosystem agreements strengthen innovative and pioneering cities. Implementation is carried out through urban development projects, that will create new development dynamics, internationally significant initiatives and closer cooperation between cities in the agreement's priority areas. Sustainable Industry X, Digital Health & Wellbeing and Resilient Smart City Solutions have been identified as priority areas for the Tampere Ecosystem agreement. These ecosystems are linked by three cross-cutting themes: AI, strengthening and renewing skills, and developing the startup ecosystem. The proposed project implements an ecosystem agreement between the city of Tampere and the state, generating new development activities in three key cross-cutting themes. The focus of the project is the development of public sector operating models and business and employer services using digital technology, especially artificial intelligence and data. The project also promotes creation of new commercial digital innovations and their spread. The project is divided into eight work packages. The project - creates new digital company and employer services and creates conditions for further development - develops digital operating models to promote the development of companies' competences - promotes the birth, growth and networking of new companies offering digital services and - develops artificial intelligence-based data management of the area's ecosystems. The project improves companies' growth opportunities through AI-based, targeted services that improve the service experience. The project develops human-centered services that utilize artificial intelligence and data, and searches for e.g. data formats, data storage methods, system architectures and forms of usability best suited for artificial intelligence and users. The project develops ways to identify the future competence needs of ecosystems and increases understanding of the ability to meet these needs. In the project, a new artificial intelligence-assisted networking service is piloted, which makes it possible to connect experts to the growth needs of companies more efficiently. At the same time, operating models are created to promote the ability of companies to benefit from an international workforce. The novelty value of the measures is based on the introduction of new technology and digital solutions in the employers' services. In this project, ecosystem-specific challenge competitions are facilitated to generate new technological innovations, and growth-supporting services are developed for scaleup companies offering digital solutions. The activity strengthens the startup ecosystem's ability to generate new digital innovations to support the renewal of traditional industries. It also supports the scaling of technology companies by creating a service portfolio. The services will be connected to the Platform6 -startup-house, which serves as a platform for the cooperation of startups and growth ecosystems. The project supports development work around ecosystem agreements and ensure good governance, the facilitation of smooth cooperation and the involvement of a multi-stakeholder network. The project creates a model for leading with data that supports ecosystem services in order to verify the effectiveness of the measures and facilitate the dissemination of results. The project strengthens networked value creation in the field of public services and promotes network-like co-development in the spirit of Pirkanmaa regional program. The project creates value for growth ecosystems, companies and employers, as well as for the entire Tampere business service ecosystem. The implementers of the project have different strengths and areas of responsibility that support each other, enabling extensive development work.
