Logistics in improving EMS LEMS

LEMS project’s (Logistics in Improving EMS) primary goal is in improving emergency medical services’ (EMS) logistics planning. The project is focused on the Wellbeing services counties of Kymenlaakso and South Karelia, and targets to national level effectiveness. The project results are aimed at enhancing citizens' attainability to EMS, by contributing to the planning, especially in populated rural and remote areas. Currently, in these areas, the service levels set to EMS by the Wellbeing services counties do not meet the targets as planned for urgent A and B category services. The project builds a foundation for data-based EMS logistics planning and utilizes logistics methods to improve the attainability of EMS. The outcomes of the project are the following: the analysis of operational environment of EMS, knowledge and data base to enhance logistics planning, a digital attainability map and the simulations created on this digital map platform. With these simulations, it is possible to compare the current status of logistics with cases intensified by the applicable means of logistics. The solutions developed in the project create improved conditions for more coherent management systems, and more fair and equal attainability to EMS. There are significant needs for the project to be implemented. When monitoring the activities of the Wellbeing services county of Kymenlaakso, the need for improvement in the attainability of EMS is identified, especially for the residents of the populated rural area. The Wellbeing services county of South Karelia faces challenges in implementing the service level in urgent A and B actions in the municipality center areas and surroundings as well as in the populated rural areas. There are 161,000 inhabitants in he Wellbeing services county of Kymenlaakso, of which more than 29% are over 65 years old. In the region of the Wellbeing services county of South Karelia there are 125,000 inhabitants, of which 24,6% are over 65 years old. The aging population is the largest user group of EMS in both regions. Further, the counties of Kymenlaakso and South Karelia cover geographically large area. In the reviews of EMS missions in these both regions, it has been noticed that especially rural areas there are delays in reaching the patients. The Wellbeing services counties of Kymenlaakso and South Karelia have set goals in EMS for reaching the patients in certain time limits. However, it is noticed, that these set time limits are not reached according to the plans. Delays in reaching the patient in life-threatening medical emergencies may have significant consequences. The EMS logistics is crucial operation when ensuring reaching the patient in time. Currently, there are no knowledge- and data-based solutions nor had the means of logistics been used to enhance EMS. Throughout its duration the project engages the EMS operators and stakeholders in co-creating to ensure the quality and effectiveness of the work. Outputs, where applicable, will be brought as a part of the national EMS development and strategic planning.
