The goal of the Carbon Neutral Rovaniemi project is to bridge the gap between the City of Rovaniemi and other European cities in terms of energy and climate policy, and to create a strong foundation for the city's long-term climate action. The Sustainable Energy And Climate Action Plan (SECAP) of the City Of Rovaniemi will be made in the project. The project responds to the need to strengthen climate expertise in the Rovaniemi city organization and to identify key means and measures to achieve emission reductions, implement the energy transition and improve energy efficiency in the city area. The project contributes to the long-term goals of achieving significant emission reductions and carbon neutrality in the Rovaniemi city area. In the long term, the project also aims for a green transition of the area's business life and increasing ability to attract business, new residents and tourism. The measures of the project are divided into the following work packages: 1. The state of affairs, 2. Preparation of an action plan, 3. Introduction of the emission reduction tool, 4. Piloting of climate measures, 5. Networking and learning from others, 6. Climate communication and dissemination of project results. A state of affairs will be compiled including e.g. emissions and their sources, and expectations and views of the business community and residents regarding climate action. The City of Rovaniemi's Sustainable Energy And Climate Action Plan (SECAP) will be drawn based on the state of affairs in cooperation with stakeholders. A public tool will be introduced to monitor emission reduction targets. The project will pilot ways in which the city can contribute to emission reductions. With the help of climate communication, the city's measures are made visible. With the project, climate expertise will be strengthened in the city organization and different departments will recognize their own role in realizing the carbon neutrality and energy goals. Cooperation in the themes of carbon neutrality and energy efficiency is strengthened not only within the city and its affiliated entities but also externally with other actors. In addition, the city's cooperation at the national and international level is strengthened, and the ability and know-how to utilize the opportunities of the EU's green financing will increase.
