Digitalization of Zoning Economics and Intelligent Low Carbon Emissions

Currently, there is no nationally unified data management model or tool available for land use economics analysis. There is a need to assess and monitor the impacts of land use economics together with climate impacts to select the most sustainable land use projects and their plans in terms of both economic and climate impacts. Additionally, it is necessary to consider lifecycle thinking in economic and climate assessments, as economic impacts and emissions occur not only during the construction phase of the urban structure but also during its use and at the end of the lifecycle of the implemented project area and even beyond. The importance of land use economics increases as municipal finances tighten, and its digitalization enables the assessment of the cost and revenue impacts and CO2 emissions of land use projects with minimal initial data: the initial data includes land use types, land use revenues, constructability, and urban infrastructure. Since information on costs and revenues as well as low-carbon aspects is gradually generated in a land use project, it is necessary to be able to add information to the calculations as the project progresses. The digitalization of land use economics and smart low-carbon solutions is a key development project aimed at increasing cost and revenue awareness in land use planning together with considering the low-carbon perspective. The project aims to 1) create a combined data management model for land use economics and low-carbon solutions, 2) develop a Proof of Concept land use economics tool to calculate the economic and CO2 emission impacts of land use projects, and 3) develop lifecycle thinking in land use economics and low-carbon assessments using, for example, innovative AI methods and various data sources. The project also aims to increase understanding of traffic related to land use projects and their modeling, especially from the perspective of construction scenarios and from the lifecycle use of the urban fabrics.
