Päijät-Häme - Into the Future with Digital Information

The goal of the project is to build municipalities that are data-driven, collaborative, skilled, and capable of utilizing digital data effectively. Through digitalization, municipalities enhance their operations and processes and make timely decisions to secure the vitality of the Päijät-Häme region. The municipalities of Päijät-Häme are developing data-driven decision-making, with a particular focus on financial data. All municipalities in the region are participating in the joint project: Asikkala, Hartola, Heinola, Hollola, Iitti, Kärkölä, Lahti, Orimattila, Padasjoki, and Sysmä. The ability to utilize data is becoming an increasingly important part of business development in many local companies. Information management is a key element in improving citizen services and participation. The municipalities in the region hold a significant amount of knowledge capital. Public sector actors have the opportunity to take an active role in leveraging the possibilities offered by data and artificial intelligence and to build the necessary capabilities. The value of public knowledge capital increases when it is shared and utilized. Globally, public services, citizen participation, democracy, and business applications are being developed at an accelerating pace based on data held by public organizations. This joint project is a step toward building regional capacity for data utilization and evidence-based decision-making. The focus is on financial data, and the practices and procedures piloted in the project can be applied more broadly to the sharing of knowledge capital. In the Päijät-Häme – Into the Future with Digital Information project, the goals of data-driven decision-making are structured, and the information needs of regional actors are identified. The project describes the region’s knowledge capital, develops data architecture, and explores the formation of a shared data platform. Data visualization, digital design, co-development, communication, and training are used to promote the utilization of information. Finally, the region’s knowledge capital and its potential for further use are outlined. The Project Consists of Four Work Packages: 1. Defining information needs through co-development. 2. Data collection architecture and readiness: Mapping integrations, data, and digital tools to be utilized. 3. Digital and graphical design of reporting to improve the usability of shared data. 4. Co-development, learning, and communication: Training packages for municipal officials and elected decision-makers to support the use of collected data. Communication about the data, its utilization, and the overall results of the project.
