Plan B - Future possibilities

The European Union established the Just Transition Fund to mitigate the adverse effects of climate transition. The fund aims to support regions and individuals that are most affected by the transition and promote a balanced socio-economic transition. The Plan B -project identifies the regional transition situation in the region of South Karelia. The contraction of the peat production sector particularly impacts rural areas, which already have weak employment conditions and difficulties in finding alternative work. The sectoral change specifically affects young people (18-29 years old), men over 55-years old, and entrepreneurs. The Plan B -project is contributing to creating positive prospects and new directions for employment in South Karelia. The transition of energy production towards green energy and digitalization has already been shaping the labor market, but the pace of change is accelerating in the near future. While jobs are disappearing, new ones are emerging in their place. The project aims to empower men in the region to identify their own skills and training needs. The goal is to increase the educational level of the targeted group of men and support their employment. The Plan B -project particularly supports and promotes the recognition of skills among young men and men over 55-years old who have been affected by the weak job market situation. It aims to facilitate their re-employment, access to education, or enhance their abilities for entrepreneurship or starting new businesses. The project generates interest in new industries that will offer jobs in the future, supports the improvement of young people's education level, and facilitates their retraining for industries in need of workforce as well as completely new sectors. As a result, there have been encounters between 215 representatives of the target group (men aged 18-29 and over 55) and professionals working with men, such as social workers and employment agency personnel. The project carries out benchmarking with similar European regions facing comparable situations. The participants in the project have identified their own skills and skill needs, and they have been supported towards educational and employment opportunities. The project's interventions have led to new active initiatives in the municipalities of South Karelia, where peat production is being phased out, and these actions have strengthened the region's vitality. The project has produced the Plan B operational model, which can be utilized by municipalities and other stakeholders. After the project is completed, a training and development model, where individuals can study according to the competence needs of the working life and receive business development services is in use in South Karelia. Additionally, the project has created 5 Moodle courses and additional training content for various educational levels in the region.
