In municipalities on the periphery, it is increasingly important to find ways of organising the availability of labour through training on their own starting points. In addition to traditional sectors, we need to identify new job opportunities in rural areas and to work together in a cross-cutting way of working life and training organisations. Low-threshold training solutions tailored to the needs of the region are needed, especially in seasonal sectors, so that work can become more full-time and support more entrepreneurship. Sustainable working life applies to both employers and employees throughout their careers. In addition to training, a new attitude is needed, clarifying the employer image, highlighting job opportunities and strengthening recruitment skills. The potential for the availability of labour and the promotion of entrepreneurship are also those living in multi-location areas, whose utilisation in the vitality work of the region requires new operating models. The coordination of identified training needs and development targets will be carried out through Academy of Small Municipalities project, the objectives of which are: - To build and launch three training courses leading to a degree or part of a qualification in a regional group in sectors suffering from labour shortages and seasonal employment (tourism, culture and/or restaurants, agricultural and replacement services/rural entrepreneurship, circular economy, care and industrial sector, entrepreneurship). The trainings are planned in multidisciplinary cooperation between educational institutions, employers, municipalities, regional actors and TE administrations. - Build a mentoring programme to lower the threshold for entrepreneurship in rural areas. The programme strengthens competence, the emergence of production chains and raises awareness of the importance of one's own well-being and cooperation in entrepreneurship. - Build a responsible recruitment model for meeting employers and employees. The measures will strengthen employers' recruitment skills and increase understanding of the importance of social responsibility in business. There are also new opportunities for work to be utilised by jobseekers and employment services through the Nelinvoimaa.fi service. - Investigates, in cooperation with municipalities, the interest of multi-site residents in finding employment in the area. The project establishes an inclusion model for multi-location residents in vitality work. As a result of the project, access to education services, employment opportunities and access to labour will be improved in the region. In addition to traditional sectors, there are new job opportunities by combining different industries and entrepreneurship. The conditions for self-employment and entrepreneurship will improve in rural municipalities, where, due to the abundant leisure population, activity in many sectors is seasonal. The use of multi-location residents in employment management and the vitality of the region will also find new modes of action. The project area consists of four peripheral municipalities (Sysmä, Hartola, Joutsa and Pertunmaa) from three regions (Päijät-Häme, Keski-Suomi and Etelä-Savo). Municipalities have a strong culture of cooperation due to previous cooperation, and is a continuation of the Vitality of Small Municipalities project (2020-2021).
