Coordination for Equal Inclusion

ESF projects successfully promote inclusion, equality and gender equality close to people. However, verifying the impacts of development efforts and describing best practices is often poor and random, which hampers disseminating project results. Development and research are also disconnected. These are some of the reasons why there is a gap between practical development and renewal efforts aiming at structural solutions. Goal-oriented coordination promotes systemic change. This application concerns the Coordination for Equal Inclusion (which falls under the remit of the MSAH) whose aim is to increase the impact of 4.3 projects to make the results of the projects’ development efforts applicable to new operating environments and wider society. This goal is pursued with four sets of tasks: Set 1: We will support funded development projects and create conditions for interaction and peer learning between these. Measures: 1.1 Keeping contact with development projects. 1.2 Facilitating information exchange and peer learning between the projects and cooperation with municipalities and wellbeing services counties. Set 2: We will increase competence related to impact assessment and systematic description of operating approaches and models in the development projects. Measures: 2.1 Supporting the projects in peer development, impact assessment and the description of best practices and operating models. Set 3: We will expand the knowledge base of inclusion, equality and gender equality. Measures: 3.1 Producing, gathering and disseminating new information about the special themes of the project period. 3.2 Carrying out an external mid-term and final assessment of the project measures and their results and impact analysis. Reporting measurement results. 3.3 Following the national and international discussion on inclusion, gender equality and equality. Building networks and disseminating the results in Europe. Set 4: We will increase awareness and competence in inclusion, equality and gender equality. Measures: 4.1 Informing the development projects of national and international research data related to the special themes of the project period, and the national renewal processes, policies, reforms and related content of the strategic, political and service system. Disseminating information about the project activities and results in Finnish. Translating main results into Swedish. 4.2 Supporting the implementation, monitoring and reporting of the goals and mainstreaming related to gender equality in the programme period. 4.3 Supporting regional operators, funding authorities and national programme operators in guidance and supporting legislators and national programmes and reforms in questions concerning the people in the weakest position. The coordination will provide projects with competence and peer support. The coordination includes organising events to opinion-leaders, creating tools for documenting best practices and supporting their establishment. Information will be disseminated through various channels to e.g. programme operators, authorities and society. The electronic assessment scale and tools produced by the coordination enable the systematic assessment of the impacts of projects on inclusion, work ability and functioning and equality. The coordination expands the knowledge base and serves as a support structure to the gender equality goals set for the programme period. It describes the social innovations by the projects and prepares mid-term and final assessments of the special goal measures. The target groups include 4.3 development projects, funding authorities, national substance authorities and other coordination projects. The THL Inclusion Research and Promotion team is responsible for the coordination. It is based on the results of previous coordination projects and research on inclusion and discrimination.
