Art Seeds and Tutors in Culture Education

The project responds to the need for early childhood education staff to strengthen their skills in arts and culture education as part of their professional growth. Culture has long been one of the priority areas of early childhood education in the city of Oulu while children’s culture has been selected as one of the key development areas for the European Capital of Culture Oulu 2026. The project has been prepared by the Education and Culture services through a multidisciplinary approach among experts in early childhood education and care, culture and art education. The target group of the project is the early childhood education and pre-primary education staff of municipal day-care centres in the city of Oulu. The organisation has a total of 1902 full-time employees (12/2021). The project will focus on one group/ECEC unit, but will have impact on the entire staff and the organizational culture. Private day-care centres in the city of Oulu are also taken into consideration when disseminating the project results. The objectives of the project are 1. Strengthening, developing and enhancing the professional skills of early childhood education staff in arts and culture education by bringing art educators and artists into their own working environment as art tutors. Continuous learning as well as learning from each other in the workplace. 2. Supporting staff’s own art education as part of their professional competence. 3. Introducing new forms of continuing training and art teacher mentoring as a part of everyday life. 4. Indirectly promoting accessible, equal, high quality and versatile culture education in early childhood education and care, enhancing well-being through culture in the work community. Measures to achieve the objectives include enabling staff to develop their professional competence by bringing education into the everyday working environment and community in a new way through the tutoring of arts and culture education. Continuing training in the form of tutoring increases the sense of community and shared competence of the staff, as the training is aimed at the whole educational and teaching staff of the day care centre at the same time and by using the day care centre as a training venue. Job satisfaction and well-being at work are strengthened when training is provided on an equal basis, regardless of the location of the day care centre, the human resources available or other external challenges. Tutoring will be carried out by the project coordinators and by tutors bought in. Outsourced services will be procured from local, national and/or international arts and culture education providers in the form of tutoring training packages for different contents. The project will also create a quality label for art education (for the day care centre) to maintain and support the continuous development of new competences acquired. It will be modelled in cooperation with the city's early childhood education development staff. It will encourage long-term development and give visible recognition to the skills achieved. The model can be scaled to the national and international level. As a result of the activities, the skills of the staff involved in the project will be better adapted to the needs of working life and society. The new form of continuing training will also improve well-being at work and job satisfaction, the use of peer learning and ability to work more effectively. The organization’s capacity for change will be enhanced by the dissemination and embedding of the new form and approach to continuing training. Accessibility and equity of continuing training will be improved and the development and use of creative skills will be strengthened.
