The purpose of this project is to promote the unity and vitality of the region by building a common operating model for anticipating competence needs in the Häme region. The goals of the project are to create a strategy for the anticipation of competence needs in Häme and to standardize information related to competence needs and promote the accessibility of this information. In addition, goals also include increasing the region's common capability of foresight and developing joint analysis and utilization of competence needs information. Furthermore, actors of the Häme region are able to use and develop the joint model created by this project, even after it has ended, due to the agreements and alliances formed. The project is based on a jointly recognized need to develop regional forecasting of competence needs. Currently, existing information and other operators' needs are not sufficiently identified and known, the information is scattered, difficult to find and of different forms, and it is not known how to optimally use it in service-targeting or in decision-making. The project's target groups are the regional actors who collect, produce, analyze and utilize information on competence needs. In addition, the project's partners are the national actors who collect and share this information. This project aims to create a common strategy for anticipating Häme region's needs, and this will guide the project's development work and create a basis for the actors' commitment to the post-project operating model which will be monitored, evaluated and maintained throughout the project. During the project, existing information will be shared among actors and exported to a shared platform in an accessible form. This enables the comparability of information and its effective use among regional actors. During the project, the fore-sighting abilities of the actors in the region will be developed, common operating procedures will be created (e.g. for analyzing existing information and acquiring missing information), and a regional annual time-table for anticipating activities will be built. It is essential, that enough actors from the region are involved in the project. This requires active and open communication throughout the project about what kind of operating model is being built and how to participate. As an end result of the project, Häme region’s operating model for anticipating competence needs will be created. The implementation and development of the model will continue in cooperation after the project ends. This model produces extensive benefits both the organizations participating in the activity and the entire Häme region. Gathering information on a commonly shared platform makes it easier to access and utilize it. Due to the impact of the project, the operators' awareness of each other’s work related to competence needs also increases. With the common operating model, the entire region's foresight ability will improve and fore-sighting activities will become more organized. This helps to produce more accurate information on the current state of regional workforce and skills required, and it improves the quality of the information in the future. With access to analyzed information, it also allows companies to be better prepared for the future. This could even make it possible to find new business opportunities and boost the growth and economy of the entire region. The project also creates better conditions for the cooperation of all actors in Häme in general.
