One of the key factors of employment measures is to increase the participation of the partially abled, difficult to find employment and immigrants in the labor market. (Marini's government program 2019). A large proportion of those who have been unemployed are persons who have accumulated challenges affecting their ability to work, and often the challenges extend to several areas of life. Service needs emphasize work ability and health challenges, social problems, and various skill gaps from the point of view of employment and using services. Research shows that people who find it difficult to find employment have a great need for rehabilitation and health services and at the same time have difficulties in getting the services they need. Often, they end up staying or opting out of all services. (Harkko et al. 2012, Kerätär 2016, Oivo & Kerätär 2018, Lappalainen & Hakulinen 2020, Kestilä 2022, Ikävalko et al. 2022.) For unemployed, the possibility of employment can be affected by the fear of keeping up with the fast-paced working life. Social, health and rehabilitation services as well as the educational world also require more and more self-direction from their users, which makes it difficult to apply for them. People whose service needs do not have up-to-date information and who have challenges in responding to job search obligations the need for support in promoting their own work ability drifted into long-term unemployment. At the same time, the service system has changed. The organization of social and health services into welfare areas (2023) has changed the responsibilities of organizing services at the interface of employment. Next comes the transfer of TE services to municipalities (2025). Adopting the ongoing changes takes time for professionals. In the midst of the changes, professionals are required to organize themselves in a new way to cooperate in order to build the value chains of the clients' employment and rehabilitation processes. The organization of this cooperation and value chain thinking is the central theme of the project that is now being applied for, which is why the development work is being organized with many voices as a group project. The purpose of the INEEN project, is to develop a service package for the needs of the long-term unemployed that identifies the needs of the target group, outlines the service paths that meet the needs, and helps the customers in the scope of the services in cooperation with the authorities and service providers. In order to identify service needs, the project builds long-term unemployed customer segments based on analysis data collected from customers. In cooperation with project actors and partners, practices guiding multidisciplinary cooperation are drawn up and essential services for the customer target group are put together. As a result of the project, an ecosystem between Rovaniemi's employment services, Lapland's welfare region and service providers will be created, which will help to structure the value chain between key players. As a result, an operational model of service guidance for the long-term unemployed is created, where the service needs of customers have been identified and an operational model has been built to guide customers to services. The purpose of the operating model is to secure uninterrupted service paths for people in the weakest labor market position, utilizing the services of the service system as comprehensively as possible. The project has been prepared together with the Eduro foundation and the employment services of the city of Rovaniemi. The social and health services of the welfare region of Lapland and the development unit act as partners in the project. The goal is to build an operational model of service guidance for the long-term unemployed, which can be used to enhance the customer guidance of entities working at the interface of employment services and to build cooperation.
