Operating model to support student engagement of youth in preparatory education (TUVA education) and general upper secondary education

There are more and more young people who are facing challenges in managing their daily lives and whose performance has deteriorated. These problems reflect on young people’s education and employment paths. For some students in preparatory education (TUVA) and general upper secondary education, the school as a physical and social environment has become an obstacle for progressing in studies. Thus, studying becomes irregular, ends completely or students can only study remotely from home. In this project this problem is solved by developing a novel participation-driven framework in which young people’s performance, wellbeing restorative, rehabilitative and communal activities are connected with preparatory education and general upper secondary education. At the heart of the framework is Lukiopirtti – a physical space founded outside school premises. This space is run by a working team of special needs teachers and a coach specialized in community education. The goal of the activity is that young people return to their daily studies in schools after they have spent a period at Lukiopirtti. Lukiopirtti consists of two different groups. TUVA-pirtti is intended for students in preparatory education and Lukiopirtti for students in general upper secondary education at the city of Oulu. Both of these student groups need support in their studies due to challenges in managing their daily lives or coping with mental health issues. As a result of this project, young people in a weak labour market position who participate the project’s activities experience an increase in participation and wellbeing. In addition, their performance is strengthened and they attach better to society and its activities. The project generates new knowledge on how the framework of collective impact can successfully be used to resolve young people’s challenges. The Lukiopirtti framework will be created, tested and described during this project so that other municipalities can make use of its results and adapt them to their own environments.
