Labour shortages are fast becoming one of the key factors undermining business conditions and growth. Labour demand is constantly changing, and labour-scarce sectors in particular would also need workers from other sectors. This project will identify and build these pathways in cooperation between employment services, educational institutions and employers, creating a model of cooperation and pathways to the service and social sectors. The main goal of the project is to promote the availability and occupational mobility of skilled labour and to add value to existing services by developing multi-professional service model and cooperation structures. Project also develop the cooperation and management structures of the actors involved and clarify the role and responsibilities of multi-professional client work, with the aim of a common client service model for local actors. The primary target group are unemployed jobseekers in the Rovaniemi region whose employment requires training in a new field, a move within the sector or other skills upgrading. Attention will also be paid to minority groups of workers, such as men, and those in a weak labour market position. Other target groups of the project are other employers in need of guidance for their professional transition and employers in the social and service sector. The target group of the project are also network actors involved in the development of multidisciplinary cooperation and occupational transitions. The project promoters, the City of Rovaniemi, the University of Lapland, Lapland Education Centre REDU and other networks are involved in building the operational model. The following measures will contribute to the objectives of the project: 1: Knowledge management The project will produce information on skills needs and labour supply. A common way of using this information in guidance and customer work will be developed for career counsellors in educational institutions, employment services' customer advisors and sectoral coordinators, as well as other people involved in solving occupational transitions in working life. Partnerships will also be established with employers to promote and pilot career transitions.. 2: Operating model to promote occupational transitions Project will establish a systematic model of cooperation to support occupational transitions between the city's employment services, educational institutions and employers.The roles and responsibilities of different actors in a common operating model are described by means of service design. Creating sectoral pathways for transitions to labour shortage sectors and providing guidance to support jobseekers in finding employment in these sectors. Employers will be supported in developing recruitment and employer skills and strengthening the image of the sector. 3: Development of management and cooperation structures in a multi-professional approach Project explores different options and models for managing multi-professional networked activities. Build models for shared leadership and knowledge management. Contracts will ensure that multidisciplinary networking is linked to other organizational planning and management. 4: Project management and communication The measure will ensure good project management, effective cooperation between promoters, progress towards objectives and communication. The project will result in tailored career transition pathways, reaching 750 job-seeker clients and 60 participating companies. 250 of these clients will find employment or start training. As a result, partnerships between employment services, educational institutions and employers are strengthened. A service model has been built and an effective network management structure agreed, common objectives and practices defined. Roles and responsibilities have been clarified and a common, local client service model has been developed between actors.
