The Lapland business scene needs more growing and internationalizing companies: the competitiveness of the business environment in Finland is variable and not always at the level of the comparison countries. The number of companies to be established is low in relation to our potential, and the number of exporting companies is small and focused on larger companies. In general, the number of companies aiming for growth, and especially strong growth, is small. There is a desire and a need for growth and internationalization in Lapland, but according to the survey, guidance on services and, for example, services that support growth and internationalization are not sufficiently well known and thus have not been widely utilized. According to the regional development outlook 2022, the challenge in Lapland is to get Lapland companies to participate more strongly in RDI activities and to take advantage of the available funding opportunities. Companies must be encouraged to engage in bolder RDI activities, to strengthen their RDI expertise, and to utilize more research information and RDI development services in their development activities than is currently the case. The changing business service network can meet the growing and developing skills needs of companies, but it requires a common vision of Lapland operators, how Business services would meet the growth needs of companies as efficiently as possible. The business service network needs a common Lappish vision in situations of change, of which global changes and crises pose a great challenge to companies, e.g. from a productivity perspective. The role of municipalities in the development of companies is also becoming stronger with the welfare area and TEPA24 reforms. Lapland needs an entrepreneurship strategy that guides Lapland business service operators and operators connected to entrepreneurship to respond to the challenges of the operating environment by increasing their skills. The goals and results of the project consist of three interconnected entities: 1. The project aims to strengthen the skills of SMEs' management and staff to enable them to better respond to rapid and significant changes in the business environment. The project will promote the skills of enterprises to develop a good working life and increase their competitiveness through training, advice, guidance and networks and mobilise them to take forward development plans. These measures aim to have a significant impact on enterprises' capacity for change, productivity, well-being at work, and growth and internationalisation efforts. The project's various measures aim to reach at least 500 companies. These measures include activation work, company raking, communication, and the skills development services and clinics produced in the project. 100 Lapland companies will be directed to the skills development services tendered by the project. 2. In the project, Lapland's first entrepreneurship strategy is drawn up, with which a common vision and target space for the promotion of entrepreneurship and the development of the service network of companies is formed. In Lapland, no common document and/or strategy has been drawn up to promote entrepreneurship. A common will must be placed high in the development work of Lapland companies. The entrepreneurial strategy is drawn up in an interactive process with a network of actors. The goal is that the regional business service vision becomes clearer, the roles become clearer, the awareness of the services of the business service network improves even more, and as a result of this, companies are able to offer a more appropriate service in a changing situation. 3. In the project, the RDI ambassador operating model is piloted, with the aim of promoting RDI activities in SMEs and in the business interface. In the development of the operating model, the priorities of Lapland's smart specialization strategy are taken into account. The role of the RDI ambassador is to comprehensively strengthen the expertise in RDI activities for both corporate management and personnel, as well as the Lapland business advisory network. A key task is also to disseminate information, activate, mentor, and guide companies, as well as promote the initiation of RDI projects. Companies are selected to participate in the activities as the project progresses. As a result of the project, the Lapland view of business services has further refined and the dialogue between operators has intensified. Lapland companies are offered high-quality, timely and effective support for the development of expertise. By actively raising competence with the help of various services, it is possible to significantly influence the growth and quality efforts of companies.
