The project has been planned in cooperation with young people placed in care, their parents and child welfare professionals. The project’s objectives have arisen from this cooperation. The target group of the project includes actors of community care and substitute care in child welfare. The target group also includes actors in the cooperation network of child welfare, such as substance abuse and mental health services. The project’s objectives are focussed on the following national strategic priorities: 1. reducing the number of children aged from 12 to 17 years placed in care with high-quality and effective child welfare support measures, working methods and services that meet the everyday needs of children and families. 2. supporting the entire family, and particularly parenthood, in situations involving taking a child into care, both during and at the conclusion of the situation as well as in other transitions to strengthen the interactive relationships and functional capacity of the family and to make sure no one is left alone. This Siun Sote project will model and pilot the following new operating models in the region. The parenting coaching operating model, the family department operating model, the operating model of the department for difficult-to-care youth, the operating model of the evaluation and investigation department, and the operating model for strengthening expert by experience operations. Some of the pilots will be implemented in Siun Sote’s own institutional unit, and some will be targeted at the entire child welfare personnel. The operating models developed in these pilots will be introduced already during the project.
