In order to solve the labour shortage, it is necessary to develop employment-promoting services for foreign-language speakers. Immigrants arriving with different statuses are an important part of the vitality of municipalities, which requires, however, customer-oriented integration and settling services and agility in multidisciplinary cooperation. Developing labour market matching and the accessibility of services, as well as supporting responsible business operations, requires cooperation with various actors. The activities must pay attention to the special needs of foreign-language speakers and the challenges of employment and integration. The aim of this project is to pilot the International House concept in Rovaniemi, taking into account the new operating environment of the Rovaniemi employment area. During the project, the International House Rovaniemi pilot will be used to find good practices and ways of organising activities so that the operations of the Rovaniemi employment area can be developed for foreign-language speaking customers. In the project, services aimed at foreigners are put together in an innovative way around the customer in cross-sector cooperation, so that people are at the center of service planning and service management. The project aims to develop low-threshold services, based on the single window principle (collection of information and service), to support integration and settlement through the International House -service point for foreign-language speakers. The project also takes into account the networked approach of International House operations and innovates suitable IH service model for the locality. With the 2025 reform of employment services, it is essential to develop stakeholder work from the perspective of foreign-language services. The project promotes interaction in networks of integration support and international activities within the employment area and regionally, and takes into account cooperation between units within the municipality. The aim is to bring together the network and services and improve the smooth functioning of cooperation locally. Stakeholder group work aims for the possibility of joint preparation even in rapidly changing immigration situations and thus in customers' service needs. The project develops this by forming the necessary cooperation networks, for the development of cooperation between the 3rd sector, educational institutions, companies or other key authorities influencing the immigration process, and promotes sustainable, continuous coordination of services aimed at foreigners. In the project, the needs of customer target groups are identified, and mutual familiarity and understanding of the network is maintained. The aim is to form a customer-oriented International House service model that benefits many actors at the same time. International Rovaniemi -project pilots activities that support employment and entrepreneurship especially for foreign-language speakers. The project genuinely promotes equality by ensuring the opportunities for immigrants to integrate and take root in the locality. By increasing the possibility of interaction and personal guidance, the formation of a model that supports continuous inclusion is ensured, which will also maintain cost-effective service planning in the future and the conditions for the creation of fast employment and integration paths.
