Around 17% of Uusimaa's population is foreign-language speakers and this is expected to rise to 30% by 2040. At the end of September 2023, 32% of unemployed jobseekers in Uusimaa were foreignlanguage speakers. The employment rate of foreign-language women in Finland is lower than that of men. It is particularly low for women from the Middle East and North Africa, where educational levels are also lower. Women with an immigrant background typically spend long periods of time caring for children at home, leaving them outside the labour market and education, and not necessarily developing language skills and social networks. Many other key skills, such as digital literacy and job search skills, may also be lacking. In addition, many cultural factors may affect women's participation and employment. Guidance services for jobseekers are individual-oriented, although for migrant women the whole family may require attention and accompaniment, which cannot be provided, for example, by TE services. To overcome barriers to social inclusion, a low-threshold inclusion and key skills strengthening service is needed that considers the whole family of the woman. The project is implemented by Metropolia University of Applied Sciences (main implementer) and African Care ry (sub-implementer) from 1.9.2024 to 30.11.2026. The aim of the project is to strengthen the inclusion and work and functional capacity of immigrant women who are inactive and have difficulty in finding employment, and to promote understanding from their spouses so that they have sufficient resources to participate actively in society and take care of their own well-being. The project will co-develop services for women from a migrant background, provided by organisations and other actors, and strengthen partnership networks and cooperation between actors. The project will result in a model for strengthening the social participation of women of immigrant origin, promoting their inclusion and access to education and employment. The model consists of closed and open group activities, a peer mentor training, networking events, individual counselling, and group activities for women's spouses. The project will reach a target group in a particularly difficult employment situation: women of immigrant origin who have been at home for a long time, especially from Africa and the Middle East. The project is based on the needs of women and is co-developed, with women having an active role in the development and implementation of the activities. The project will further develop the traditional café/group activities of the organisations so that they support women more strongly towards social inclusion, education, and employment. Particular attention will be given to new themes and ways of working, such as building one's role in Finland, strengthening work and functional capacity, looking after one's own physical, mental, and social well-being, individual guidance, and the opportunity to gain experience in areas such as organising events and leading groups. The project will strengthen two-way integration. Women involved in the project preparation have stressed that their culture and life situation, such as family orientation, are not sufficiently considered in existing employment services, making it difficult to engage in guidance. The model being developed in the project is based on the parallel provision of organisational and peer support resources. One new way of working is to create a family-centred approach, where men's own groups reinforce the understanding and support from the immediate community, especially the spouse, for women's employment and other social participation. The project will also build a network of people working with immigrant women in East Helsinki and practical, concrete forms of cooperation.
