Better Quality in Work Capacity and Employment Support

Better Quality in Work Capacity and Employment Support project will strengthen the capacity of wellbeing services counties and employment regions and private actors to deliver high-quality and effective work capacity and employment support services. The project targets people in difficult labour market situations, professionals providing disability and employment support, service managers, service providers, businesses and employers. The target group includes NEET young people in social welfare in the Pirkanmaa region and immigrant women who are outside the labour market and services, for example due to homemaking. In the Kymenlaakso region, the target group includes clients of rehabilitative work activities, especially those aged over 50 who have interrupted their studies or do not have a secondary education qualification at all. In South Ostrobothnia, the target group of the project includes young adults in a difficult labour market situation. Work ability and employment support services strengthen the sustainability of society, as unemployment is estimated to cost Finland up to €10 billion a year. People who are not covered by occupational health care have less access to work ability and health support services than those who are employed. As many as 70% of unemployed people in Finland have more than one barrier to employment. Health constraints are the most common barrier. In order to raise employment rates, it is important to include people with disabilities and those who are partially able to work. To support people with difficulties in finding work, services and methods across different sectors and areas of life are needed. This needs to be accompanied by a change in attitudes and mindsets in the workplace. More and more workplaces, both in the public and private sectors, must be more willing and able to employ people with disabilities. The project will develop client work methods, quality of services, multidisciplinary cooperation and employer cooperation. The project will reach out to people in difficulty who are excluded from or fall between services and support inclusion, functional capacity and individual employability. The project will strengthen and clarify the role of social care in work capability services. The project will develop uniform quality criteria for rehabilitative work activities and will produce an update of the quality criteria for social rehabilitation. The project will develop multidisciplinary cooperation and support the use of the work capacity support team model in welfare areas. The project will increase the employability and skills of employers. A project team will be set up to support the communication, evaluation, reporting, co-development and exploitation of the project results. Project objectives 1. To improve clients' inclusion, functional capacity and individual employability 2. To strengthen the quality of social services for employment 3. To support the development of multidisciplinary cooperation in wellbeing services counties in the field of work ability support 4. Lowering the recruitment threshold for employers by sharing information and strengthening skills 5. Coordination to support project communication, evaluation, reporting, co-development and exploitation of results Project results, impacts and exploitation of results As a result of the project, the work capacity support needs of hard-to-employ people will be better identified and they will receive quality work capacity and employment support services that meet their needs in a coordinated and timely manner. People in difficult labour market situations will improve their ability to work, their functional capacity and their social inclusion, and will be more employable in the open labour market. The skills of social and health professionals in work ability support will be improved, the role of social care in work ability support services will be clarified and the threshold for employers to employ people with difficulties in finding work will be lowered. National quality criteria have been developed for rehabilitative work activities and the quality criteria for social rehabilitation have been updated. Multidisciplinary work between social and health professionals and employment services has been developed and multidisciplinary cooperation has intensified. The Work Capacity Support Team model is in place in all welfare areas and a manual has been developed to support the work. The results and experiences of the project will be used in the organisations' own activities and in regional and national networks. The project will produce concrete and easily usable material that can be used to develop services to support work ability and employment after the project. The methods developed in the social rehabilitation practices will be widely used in social care and the expertise of the work capacity coordinator will be used in social welfare centres.
