NUPPE - The best family care for young people in Pirkanmaa

With the help of the project, the life situation and everyday coping of the children and young people in Pirkanmaa aged 12-17 who are placed in foster care will be improved. The goal is to develop demanding family care structures and operating models, as well as related services that meet the needs of the entire ecosystem of young people. The starting point and root cause of service development is a regional need, and development is done locally, listening to children and young people. The focus of the Pirkanmaa welfare area project is strategic theme 4. Pirha's development project is implemented as a multidisciplinary collaboration that crosses the boundaries of family services, student care, child protection, and the areas of responsibility for mental health and substance abuse disorders. In multidisciplinary cooperation, a model is being built that makes it possible to offer a demanding level of family care and rehabilitation to young people in family care. In particular, the focus is on young people with symptoms in adolescence, including mental health and substance abuse disorders. In Pirha's family care, strong cooperation and support structures are formed for family caregivers, a care model that supports rehabilitation for the young person, and structures that strengthen the young person's own family's resources. The working methods of family care are renewed by means of social innovations and by developing high-quality support services. In multidisciplinary cooperation, mental health and substance abuse services are integrated into family care. One goal is to pilot the family therapeutic approach of family care and evaluate the effectiveness of the method. In Pirha's development work, the development of the structures and quality of foster care is connected to the ecosystem of care for the young person's own family, which must always be taken into account in the context of the development of child protection. Therefore, the development work in Pirha is also partly related to strategic theme 2. This focus includes supporting the whole family and especially the parents in the care situation, during and after taking care, as well as in other transitional stages, so that the family's interaction relationships and operational capabilities are strengthened and no one is left alone. A young person's own family is an important part of his ecosystem, and whose planned support during foster care is generally in the best interest of the young person. To support young people's own families, forms of support are being developed at the individual and family level. The goal is to strengthen the young person's own close network with planned ecosystem work and at the same time strengthen the conditions for the repatriation of the placed young person. With successful ecosystem work, it was possible to increase the possibilities of family reunification. In the context of the development of high-quality and demanding family care, social innovations mean new kinds of cooperation and operating models developed with child protection, mental health and substance abuse services professionals, multidisciplinary networks, family caregivers, organizations and developer clients/experts, which renew the organization of family care in Pirkanmaa in a unique way. DEVELOPMENT PROJECT AS SOCIAL INNOVATION Features characteristic of social innovations and Pirha's development work 1) implementation of the joint development method: In Pirha, the development of family care takes place in a broad development partnership: the direct target group of the project is the professionals, and the indirect target group is the end users of the service, i.e. the customers and their close networks. Development partnership means joint work and interactive development work with both target groups and third sector operators. This means multidisciplinary professionalism and development cooperation that crosses sector boundaries. During the project, the young people placed in family care are important partnership developers whose services that meet their everyday needs are effectively developed. Customers, professionals and organization actors have already been involved in the planning phase of the project until the beginning of 2024. Setting the goals of the project has been thought about together with Pirha's family care clients, professionals and the family center network. The Family Care Association/Pirkanmaa family nurses, Pesäpuu and ITLA have been involved. 2) target group orientation of the solution and local need: The need to develop foster care and family care in Pirha is obvious, because the number of placements for adolescents with symptoms of puberty and for mt and substance abuse reasons is increasing all the time. For some of the children placed, the problems are such that rehabilitation in family care can be seen as a very humane and cost-effective option from the organizer's point of view.
