To the Path - Support for Self-Efficacy

The project aims to meet the obligations of Articles 20 and 22 of the Istanbul Convention, which require that sufficient social and health services and special support services are available to victims of violence. The Istanbul Convention and its implementation plan for 2022-2025 require that services and support measures to prevent violence are based on a comprehensive approach and an understanding of the gendered nature of violence. Currently, the Pirkanmaa welfare area does not have services for high-level specialized violence work. The project’s goal is to develop and direct social work to those clients who have sought shelter services due to the threat of domestic violence and to those clients encountered in housing emergency services who may benefit from gender-specific work. The aim is to help victims of domestic violence and reduce domestic violence. This goal will be achieved through measures that will be piloted and modelled during the project in social services for working-age people, families with children, and child protection. All goals are linked by the client’s own sense of agency and the improvement of daily life management. In addition to introducing new practices, this project aims to strengthen the skills of professionals. The target group of the project is women who have experienced domestic violence or its threat. The specific target group for the pilot implemented in the project includes working-age adult clients and families with children in the two shelters in Pirkanmaa and the remote shelter and gender-specific housing service unit that will start later, who are assessed to need social services. The work will take into account clients belonging to particularly vulnerable minority groups. The target groups emphasize diverse challenges related to life situations and conditions and the need for multidisciplinary support. The project will be implemented in the Pirkanmaa welfare area in cooperation with two service lines: outpatient services and services for children, youth, and families. Project will be coordinated by the team for the promotion of well-being and health. It has been recognized that current organizational structures do not always facilitate smooth multidisciplinary cooperation. During the project, multidisciplinary cooperation across service lines and organizational boundaries will be developed. The project’s partners, without separate funding, include the National Institute for Health and Welfare, The Federation of mother and child homes and shelters, Tampere A-Clinic, and A-Kilta’s Etna work. Using the framework of social rehabilitation utilized in the project, the client’s life situation can be mapped and supported more comprehensively. During the project, a service path for shelter clients will be created, aiming to clarify and describe the client’s process for both the client and professionals. In this project the work with women who have experienced domestic violence is done within the framework of social rehabilitation. The work will be carried out both in the upcoming gender-specific housing service unit, where social rehabilitation group activities can be implemented, and as mobile work in clients’ homes. On of the goals is to develop multidisciplinary cooperation. The systemic My Team model will be utilized in the work when it is assessed that the client needs multiple simultaneous services, such as substance abuse, mental health, or health services. The work will also be done in pairs with shelter social workers. The impacts of the project can be verified and measured by examining the length of shelter stays, the smoothness of client processes, and transitions from the shelter or housing unit to one’s own home. Qualitatively, the impacts can also be verified by collecting information on client and employee experiences. The aim is that both the model and pilot activities planned in the project are permanent. The client work models and working methods developed during the project will be integrated into basic operations. The project will initiate systemic change throughout the welfare area as awareness of domestic violence work and its specifics spreads more widely. The results of the project will be widely communicated to political decision-makers and the general public.
