In Kuusamo, structural unemployment has steadily increased, and employment matching challenges have persisted. Job seekers' skills do not always lead to employment, and employers face difficulties in identifying and articulating the skills and competencies they need. Systematic assessments of job seekers' skills and employers' workforce and skill needs have not been conducted previously, making it challenging to plan training and services that meet these needs. The project's goal is to improve the matching of the labor market and enhance regional vitality by systematically identifying and analyzing the skills of job seekers and the workforce and skill needs of employers. The objectives are: 1. To promote the availability and retention of skilled labor for employers by developing the identification and description of workforce and skill needs, as well as job customization and onboarding. 2. To promote faster employment and the development of relevant skills for job seekers by improving the identification and description of their skills. 3. To enable the planning of effective and need-based training, coaching, and other services within the employment services ecosystem by developing knowledge-based management of skills and creating a systematic model for utilizing gained information. The concrete results of the project are: • Identification and description of employers' workforce and skill needs. • Identification and collection of job seekers' skills. • Skills-based matching of employers and job seekers. • Development and implementation of a knowledge-based management model for skills within employment services. • Creation of new job roles and career paths through job customization. • Improvement of employers' skills in identifying competencies and in recruitment and onboarding processes. • Enhancement of job seekers' professional mobility and skills. The long-term impacts of the project will be seen in better labor market matching, a reduction in the number of unemployed, shorter unemployment periods, and an increase in the employment rate. The knowledge-based management model for skills will enable data-driven planning of training and services, improving the competitiveness of the regional workforce. The project's measures will also promote diversity and inclusivity in recruitment processes and in work communities. The project will be implemented from January 1, 2026, to April 30, 2028, in collaboration with the City of Kuusamo and KSAK Oy. Key measures include skill assessments for employers and job seekers, workshops, and coaching sessions. During the project, data related to skills and workforce needs will be collected, analyzed, and reported to support decision-making. The "Competence 360" project aims to address the labor market matching challenges in Kuusamo by developing knowledge-based management of skills and identifying the skill needs of job seekers and employers. The project's goal is to promote employment, enhance regional vitality, and enable the planning of effective training and services. The project's results and impact will support the local labor market situation and promote diversity in the workplaces.
